The European Union (EU) has announced a Call for Proposals to reinforce initiatives and participation of civil society in the protection of democracy and human rights in the framework of the context generated by the Covid-19 pandemic in El Salvador.
Objectives and Priorities
- Lot 1: European Instrument for Democracy and Human Rights
- The specific objective of this lot is to strengthen civil society in the promotion, protection and respect for human rights.
- The priorities of this lot are:
- Priority 1: Promote the exercise of the right to freedom of expression and the quality of information and the independence of the media
- Priority 2: Support the rights of migrants, internally displaced persons and returned.
- Lot 2: Civil Society Organizations Program
- The specific objective of this batch is to improve the contributions of CSOs to the processes of development, food security and the promotion of democracy in the country.
- The priorities of this lot are
- Priority 1: Food safety
- Priority 2: Strengthening the democratic space and dialogue between civil society and public institutions
Funding Information
- The total indicative amount allocated to this call for proposals amounts to EUR 3,750,000. The Contracting authority reserves the right not to award all available funds.
- Size of Grants
- Minimum amount: 300,000 EUR
- Maximum amount: 500,000 EUR
Duration
Duration For both lots, the initial expected duration of an action may not be less than 24 months nor more than 36 months.
Location
Location For both lots the actions will be executed in El Salvador.
Eligibility Criteria
Lead Applicants
In order to be eligible for a grant, the lead applicant must:
- Lots 1 and 2:
- be a civil society organization
- be a legal person and
- not for profit and
- For lot 1 no nationality restrictions apply to the main applicant and his / her co-applicant (s);
- For lot 2 be established in El Salvador 7 or in one of the Member States of the Union European according to Annex I of Regulation (EU) No 231/2014;
- Applicants from countries other than El Salvador must apply with at least a Salvadoran organization as a co-applicant;
- Applicants from countries other than El Salvador must be duly registered for at least three years, prior to the presentation of the proposal and will have to check having implemented actions in El Salvador in the areas covered by the this call for proposals, for at least the same period of time, of three years applicants from El Salvador must verify that they have obtained legal status of the competent authority for at least three years, prior to the presentation of the proposal and they will have to verify that they have implemented actions in the areas covered by the present call for proposals, for at least the same period of time, of three years.
- be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not simply being an intermediary.
Co- Applicants
- Co-applicants will participate in the design and execution of the action, and the costs incurred will be eligible in the same way as those made by the main applicant.
- Co-applicants must meet the eligibility criteria applicable to the primary applicant himself.
Affiliated Entities
- The main applicant and its co-applicant (s) may act with affiliated entities.
- Only the following entities may be considered affiliated entities to the main applicant or to the co-applicant (s):
- Only entities that have a structural link with applicants (i.e. the applicant principal or co-applicant), especially if the bond is legal or capital.
- This structural link covers mainly two aspects:
- The control, as defined in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
- Thus, entities affiliated with an applicant may be:
- Entities controlled directly or indirectly by the applicant (subsidiaries or affiliates of first level). They can also be entities controlled by a controlled entity in turn by the applicant (second level subsidiaries), and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicants (parent companies). They may also be entities that control an entity that in turn controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Thus, entities affiliated with an applicant may be:

- Accession, that is, the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or participate in it entity (eg network, federation or association…) than the proposed affiliated entities.
