The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) has launched a flagship programme entitled ECOWAS Gender Mainstreaming in Energy Access Programme (ECOW-GEN).
The programme was established in the context that the potential of women in the ECOWAS region as energy producers and service providers is under-utilised and that empowering women and men to make meaningful contributions in the implementation of adopted policies is necessary for the achievement of the Sustainable Energy for All (SEforALL) goals in West Africa. The establishment of ECOWAS-GEN is based on the principles set out in the ECOWAS Gender Policy and aims to contribute to the achievement of the SE4AII objectives in West Africa and the ECOWAS Regional Policy on Renewable Energy and Energy Efficiency, by putting women at the centre of Energy development.
It is within the framework of this mission that ECREEE wishes to appoint a local consultant to help Cote d’Ivoire to:
- Identify the best ways to achieve the strategic objectives of the ECOWAS Policy on Gender Mainstreaming in Energy Access,
- Develop an action plan for gender mainstreaming in energy access, Drawing on the strategic objectives and targets set out in the ECOWAS Policy on Gender Mainstreaming in Energy Access, but adapted to national circumstances,
- Organise and facilitate a national workshop for the adoption of the national policy and action plan.
Objectives
- Ensure that the specific interests of women and men, as stakeholders, are taken into account in the development of projects;
- Ensure that any potential negative and discriminatory impact on women or resulting from projects is recognized and avoided or mitigated to the extent possible;
- Improve the transparency of the planning and implementation processes in order to promote and increase the participation and capabilities of women and men, including, but not limited to, customers, employees, managers, investors, officials and other stakeholders; and
- Encourage the development of harmonized regulatory policy and legal frameworks in each Member State and for ECOWAS institutions that are consistent with the principles and objectives, while imposing the least amount of financial and possible bureaucratic burdens to developers, competent authorities and other actors.
Qualifications
- A local consultant will be in charge of this mission, in close collaboration with the ECREEE project manager and an international consultant in charge of coordination. They estimate that a total of 30 man days per country is required to carry out this mission.
- The local consultant is expected to have the following profile:
- Advanced university degree in energy, development, economics, law or a related field;
- At least 10 years of experience at the strategic level and high-level engagement in strategic planning activities in the areas of gender and energy; consulting experience in the public and private sectors;
- Relevant experience and participation in the development of gender policies and energy;
- Involvement in complex missions of similar scope and focus
- Excellent knowledge of gender and the energy situation, energy policies (renewable energy and energy efficiency), legal and regulatory frameworks of Côte d’Ivoire;
- Ability to lead workshops on strategic policies;
- Strong problem solving, communication, research and analytical writing;
