The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified U.S. and Non-U.S. organizations to fund a program entitled Strengthening Egypt’s Family Planning Program.
The objective of the SEFPP Activity is to support the Government of Egypt (GOE) in its expressed desire to strengthen its Family Planning and Reproductive Health (FP/RH) sector and make it more effective and ultimately sustainable.
The SEFPP Activity is expected to work to address some of the major drivers behind Egypt’s fertility reversal documented in the 2014 EDHS: namely, decreased exposure to FP/RH messages in the media and to FP/RH information and counseling; limited contraceptive method mix and shift in method choice by women from IUDs to oral contraceptives; discontinuation of methods due to mismanagement of side effects; trend toward earlier marriage, having the first child sooner and having shorter birth intervals; and fewer young women using contraception.

Eligibility Criteria
- U.S. and non-US organizations may participate under this NFO
- USAID welcomes applications from organizations which have not previously received U.S. federal awards.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a Pre-award Risk Assessment by the Agreement Officer (AO).
- The AO may determine a pre-award risk assessment is required to determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
