The Tanzania Early Childhood Development Network (TECDEN) has launched a call for applications as a public notice to all interested and capable National Civil Society Organizations to have a fair opportunity to express their interest to implement the Mtoto Kwanza Project which will contribute to the government of Tanzania and the wider ECD stakeholders in the implementation of the National Multisectoral ECD Program (NMECDP) at national, regional and council levels in 26 Regions of Tanzania Mainland.
Mtoto Kwanza Project
- This is a three years project from 2021/2022 to 2023/2024 funded by Conrad Hilton Foundation which will be implemented in Tanzania mainland to catalyze the implementation of the National Multisectoral Early Childhood Development Program (NM-ECDP) 2021/2022-2025/2026 which was launched in December 2021. Its launch has opened up opportunities for various ECD stakeholders to support its implementation in various areas of the program objectives.
- Therefore, TECDEN in collaboration with Children in Crossfire (CiC) and the Union of Tanzania Press Clubs (UTPC) through the Mtoto Kwanza Project is positioned to contribute to the implementation of NMECDP at National and sub-national levels while keeping its core mandate to coordinate non-state actors to support implementation and monitoring of NMECDP at all levels
Mtoto Kwanza Project Objectives:
- (Macro-level) Strengthen the capacity of TECDEN to effectively coordinate civil society organizations to participate, in the implementation and monitoring of NMECDP.
- (Meso-level) Build the capacity of local civil society organizations to support regional-level advocacy and coordination of multisectoral ECD efforts across regional and local government.
- (Micro-level) Local media amplifying local voices for demand-driven and contextspecific delivery of ECD services at national and sub-national levels.
Specific Objective of the call for Application
- This Call is intended to identify Civil Society Organizations that will collaborate with TECDEN to implement the Mtoto Kwanza Project in 26 Regions of Tanzania’s Mainland.
Funding Information
Mtoto Kwanza Project will support a selected CSO with a basic advocacy budget for both coordination roles and engagement with sub-national structures during the implementation of NM-ECDP. The successful CSO will be supported with a budget of;
- Contribution to core costs of the Local CSO totaling Tshs 10 million every six months disbursed in advance biannually.
- Basic activity fund of Tshs 5 million every six months to contribute to CSO-led ECD advocacy/policy engagement processes and activities, disbursed in advance biannually.
The implementing partners (CSOs) are expected;
- To support coordination of the NMECDP implementation at the sub-national level including reporting progress, and supporting convening local implementing partners ECD coordination meetings;
- To participate in the regional NMECDP implementation review meetings to be convened by regional and local government;
- To create wider community awareness and public demand on ECD services delivery;
- To advocate for resource allocation to invest in early childhood development services.
Geographic Coverage
Mtoto Kwanza Project will be implemented in all 26 regions of Tanzania Mainland with one successful CSO in each region. This project started its phase I implementation in 10 regions on April 2022. In phase II TECDEN is scaling up the implementation of the Mtoto Kwanza Project in the remained 16 regions which are; Singida, Shinyanga, Mwanza, Geita, Mara, Katavi, Simiyu, Kilimanjaro, Tanga, Pwani, Mtwara, Ruvuma, Njombe, Iringa, Kigoma and Songwe. TECDEN will receive and review applications from the sixteen mentioned regions above only.
