The ReLOaD3, funded by the European Union and implemented by UNDPmocracy and support the WB’s integration into the EU by empo in the Western Balkans, aims to strengthen participatory dewering civil society to engage actively in decision-making processes and by improving the legal and financial environment for CSOs.
ReLOaD3 will continue strengthening local self-governance and civil society engagement across Western Balkans. By fostering regional collaboration, the project aims to enhance the capacities of local governments (LGs) and CSOs to establish effective partnerships, improve service delivery, and align with local development strategies and priorities.
The Programme will further improve the dialogue between LGs and CSOs, stimulate their cooperation by spreading and anchoring positive CSO funding practices across all levels of governments and invest in further developing the CSOs’ to ensure their sustainability.
This approach will also strengthen result-oriented dialogues between CSOs, residents and local authorities, contributing to more inclusive local governance, improving municipal service delivery and overall sustainable development.
Purpose
- The purpose of the call is to select four new partner municipalities in Kosovo, which will be provided with technical support to adopt transparent, development-oriented and project-based approach to funding of CSOs.
Benefits
- Participation in the ReLOaD3 will provide municipalities with:
- Significant financial support for CSO projects that will be implemented on the territory of partner municipality and will respond to the needs of the residents in that municipality;
- Technical support for improving the process of allocating funds for CSOs and the application of the Regulation MF-NO-04/2017 and LOD Methodology for allocation of funds for CSOs;
- Building and improving the capacity of CSOs in partner municipalities;
- Building and improving the capacity of municipal representatives in accordance with the need’s assessment;
- Regional networking and exchange of experiences with municipalities from other IPA beneficiaries where ReLOaD3 is implemented;
- Promotion of its good practices and procedures on level in Kosovo but also in the Western Balkan region;
- Work on greater civic participation in decision-making;
- Greater support for residents, especially youth and women engagement;
- Cooperation through application of various tools and technologies;
- Support to CSO projects that provide quality and diverse services in accordance with local strategic development plans.
Funding Information
- The programmes’s overall budget is USD 13.4 million with USD 1.4 million dedicated for Kosovo’s component.
Eligibility Criteria
- ReLOaD3 invites all eligible municipalities in Kosovo that seek to enhance their capacities and collaborate with CSOs to submit applications. Only those municipalities that have not previously partnered with ReLOaD during the first two phases are eligible to apply, and only their submissions will be evaluated.
- However, eleven partner municipalities engaged during ReLOaD1 and ReLOaD2 in Kosovo can apply through a separate call to perform the mentoring role. Only one municipality will be selected as “role model” and take on the mentoring role, sharing experiences and practices, provide lessons learnt related to the benefits of transparent public funding for CSOs.
- Selected municipalities are expected to responsibly and transparently allocate funds for CSO projects by applying Regulation in force MF-NO -04/2017 on criteria, standards and procedures on public funding of CSOs. The LOD Methodology for transparent distribution of public funds to CSOs will be used as a complementary tool in implementation of transparent criteria and methods in the allocation of public resources.
Ineligibility Criteria
- Municipalities that took part in ReLOaD1 and ReLOaD2 are not eligible to apply for this opportunity (Dragash/Dragaš, Istog/Istok, Kamenicë/Kamenica, Lipjan/Lipljan, Mitrovicë/Mitrovica South, Podujevë/Podujevo, Rahovec/Orahovac, Skenderaj/Srbica, Shtërpcë/Štrpce, Viti/Vitina, and Zveçan/Zvečan).
