The United Nations International Children’s Emergency Fund is accepting applications focused on strengthening local governments on increasing quality of new-born health and preventing childhood illnesses in Central Java.
The supported PHC facilities have enhanced capacity in ensuring continuity of quality essential health service provision to mother, newborns and under-five children, including EMTCT and prevention, control, and elimination of major childhood illnesses from vaccine preventable and communicable diseases.
Focus Areas
- This call for expression of interest is intended to further strengthen local governments capacity on areas below:
- Increasing quality of new-born health service and preventing childhood illnesses care including elimination of mother to child transmission (EMTCT) of HIV.
- Increased their capacity for the prevention, control, and elimination of major childhood illnesses from vaccine preventable and communicable diseases with focus on zero dose children (children who did not receive any vaccine.
- Increased technical support and evaluation monitoring to Private Health Service for improve coverage of routine immunization program.
- Increased local health care workers on implement the HCD approach to improve routine immunization coverage.
- Strengthen the District Health Office’s capacity to reach and provide the HPV vaccine to out-of-school children.
- Strengthen the District Health Office’s capacity to roll out adolescent-friendly health services.

Expected Results
- This result will be delivered through:
- Improved capacity of team of health workers in delivering quality MNCH services, including EMTCT.
- Enhanced the network of care for provision of maternal and child health services, including PHC network (public and private facility) and diagnostic network, including for EMTCT. The enhanced network of care is measured with better coordination and improvement of service coverage.
- Enhanced peer support programme implementation on EMTCT.
- Increased their capacity for the prevention, control, and elimination of major childhood illnesses from vaccine preventable and communicable diseases with focus on zero dose children (children who did not receive any vaccines).
- Increased technical support and evaluation monitoring to Private Health Service for improve coverage of routine immunization program.
- Increased local health care workers on implement the HCD approach to improve routine immunization coverage.
- Improved capacity of health service to reach adolescent girls in Pesantren, villages, non-formal education institutions, PKBM/Learning Centre Studio or Sanggar Kegiatan Belajar (SKB) and other relevant settings to ensure all adolescents girls including those who are not in formal school are able to receive HPV.
- Revitalize adolescent-friendly health services at the primary healthcare level to improve access for adolescent girls and boys to various health services, including mental health, sexual and reproductive health and anemia screening.

Eligibility Criteria
- The CSO is required to provide an organogram of their team along with a detailed program implementation pathway/flow. The preferred partner should meet the following criteria:
- Experience in the Health Sector – Demonstrated expertise in advocating for child rights, including maternal and neonatal health, immunization, health program strengthening, health data recording and reporting systems, familiar with the concept & implementation of the Primary Service Integration (ILP), and have significant experiences & knowledge on community empowerment in health
- Local Experience – Previous work experience in the target province and district.
- Collaborative Approach – Strong background in partnering and collaborating with local governments, NGOs, religious groups, and indigenous organizations.
- Integration of GEDSI Principles – Commitment to Gender Equality, Disability, and Social Inclusion (GEDSI), ensuring safe, participatory, and inclusive program implementation.
- Commitment to Safeguarding and Protection – Adherence to the principles of preventing sexual exploitation and abuse (PSEA) and child safeguarding, with zero tolerance for sexual misconduct, harassment, abuse of authority, and discrimination.
- Compliance with Ethical Standards – Full compliance with UNICEF’s anti-corruption and anti-harassment policies.
- Adherence to Labor Laws – Ensuring that all activities align with national labor laws.
