The Italian Agency for Development Cooperation is accepting proposals for the Multi-Sectoral Emergency Initiative to support the most vulnerable groups of the Palestinian population and to protect the Palestinian population as refugees and at risk of forcible displacement.
Objectives
- General Objective: Contribute to creating the necessary conditions for a dignified life and the enjoyment of human rights – in particular, but not exclusively, the right to land, water, education and health – for the most vulnerable sections of the population Palestinian.
- Specific Objective: This initiative will focus on the Gaza Strip, West Bank Area C, East Jerusalem, Hebron Area H2 and any other risk areas of the West Bank, with the aim of contributing to the protection and guarantee the dignity of the most vulnerable Palestinian population living there, through access to basic quality services.

Funding Information
- Funding requested from AICS not exceeding:
- Lot 1: EUR 475,000.00 (four hundred and seventy-five thousand/00 euros), both for proposals presented by individual CSOs and for proposals presented by several CSOs in a Temporary Purpose Association (ATS);
- Lot 2: EUR 475,000.00 (four hundred and seventy-five thousand/00 euros), both for proposals presented by individual CSOs and for proposals presented by several CSOs in a Temporary Purpose Association (ATS);
- Maximum duration of project activities:
- 12 (twelve) months for both Lots
Outcomes
- Result 1: Increased the availability of quality water and improved conditions sanitation at domestic and community level; the installation of renewable energy systems;
- Result 2: Increased levels of access to quality basic services and protection mechanisms for the Palestinian population most exposed to violations of human rights and international humanitarian law;
- Result 3: You improve and increase the responsiveness and responsiveness to the needs of socio-medical character of the Palestinian population;
- Result 4: Improved the food security of the most vulnerable Palestinian population, by strengthening the capacity to ensure their food security and to carry out income-generating activities.
Geographical Areas
- From an operational point of view, the present initiatives will focus on the following priority areas in terms of protection: Area C of the West Bank, East Jerusalem, Hebron H2 and the Gaza Strip. Interventions in other geographical areas considered at risk are also possible if adequately motivated and supported by ad hoc assessments.
Eligibility Criteria
Project proposals for this Call for Proposals may be submitted by non-profit organizations which, at the date of submission of the project proposal, meet all of the following requirements:
- For non-profit entities without operational headquarters in Italy (local and/ or international non-profit entities), in place of the aforementioned registration in the list, ownership of a partnership agreement with one of the entities registered. This agreement can be of various nature (affiliation, association, partnership), but must in any case be, under penalty of exclusion, of a general nature, pre-existing this Call for Proposals (and therefore not limited to a specific action or established only for the purpose of participation to this Call for Proposals) and must remain valid even after the conclusion of the activities relating to the Call for Proposals;
- Specific and proven experience in humanitarian aid interventions;
- For non-profit entities without operational headquarters in Italy (local and/or international nonprofit entities), be established and in compliance with the legislation in force in the country of origin and in compliance with the provisions for non-profit entities by the same legislation;
- They are not debtors to the DGCS of the MAECI and/or AICS or other donors, for certain, liquid and payable debts, including debt situations deriving from measures to revoke contributions for promoted and/or entrusted projects;
- have not engaged in behavior characterized by gross negligence or bad faith in the implementation of DGCS/MAECI, AICS, other donor projects or in the exercise of their activities;
- Are able to operate in the area on the basis of local legislation, or that they are duly registered with the competent local authorities;
