The European Commission is accepting grant applications to support and strengthen civil society organizations (CSOs), democracy activists and Human Rights Defenders working on critical human rights, nature and democracy issues in Paraguay and the region.
The overall objective of this call for proposals is to contribute to promoting and protecting human, economic and social rights, democracy and the rule of law by encouraging the participation of CSOs.
Pillars
- GAP III is based on five fundamental pillars:
- That 85% of new external actions promote gender equality and women’s empowerment by 2025.
- A common strategic vision and close cooperation between Member States and partners at all levels.
- Acceleration of progress in key areas.
- Exemplary EU leadership, with a gender perspective at all political and management levels.
- Measuring results to evaluate progress.
Key Principles
- Its comprehensive or 360° approach is based on six key principles:
- Democratic values and high standards.
- Good governance and transparency.
- Equitable partnerships.
- Green and clean approach.
- Security.
- Mobilization of private investment.
Types of Lots
- LOT 1: Defense, promotion and guarantee of Human Rights:
- Contribute to the promotion and defense of human rights and fundamental freedoms; democracy; and the rule of law.
- To protect and empower people to guarantee the full enjoyment of their rights and to strengthen civil society in the promotion and defense of human rights in Paraguay.
- LOT 2: Promoting social cohesion and comprehensive development in territories of interest Global Gateway
- To support the development of proactive and operational actions and capacities of Civil Society Organizations to reduce social inequality and ensure the effective management of the new water and sanitation system in the Metropolitan Area of Asunción.
Funding Information
- The total indicative amount allocated to this call for proposals is EUR 2,452,000.
- LOT 1: Defense, promotion and guarantee of Human Rights
- Minimum amount: 250,000 EUR
- Maximum amount: 410,000 EUR
- LOT 2: Promotion of social cohesion and comprehensive development in territories of interest Global Gateway
- Minimum amount: 300,000 EUR
- Maximum amount: 544,000 EUR
Eligibility Criteria
- To be eligible for a grant, the principal applicant must:
- For LOT 1 and 2:
- be a legal entity;
- not be for profit;
- non-governmental organization;
- be effectively established in Paraguay or in a Member State of the European Union.
- be directly responsible, with its co-applicants and other affiliated entities, for the preparation and management of the action and not merely act as an intermediary.
- For lot 2:
- Applicants not established in Paraguay must demonstrate having 2 years of experience in project implementation in Paraguay and also experience in project management with local communities in any department of Paraguay.
- For LOT 1 and 2:
Ineligibility Criteria
- The following entities are not considered affiliated with an applicant:
- Entities that have entered into a contract or subcontract (public procurement) with an applicant or that act as concessionaires or delegates of public services for an applicant;
- entities that receive financial assistance from the applicant;
- entities that cooperate regularly with the applicant on the basis of a memorandum of understanding or that share some assets;
- Entities that have signed a consortium agreement under the grant contract (unless this consortium agreement creates a “single applicant” as described above).
