The European Commission (EC) is seeking proposals to enhance Human Rights Initiatives in the Kyrgyz Republic.
Objective
- The global objective of this call for proposals is: to support the capacity and the initiatives of Kyrgyz civil society and human rights defenders to contribute to the upholding of the democratic principles, to the promotion and protection of human and social rights and to the strengthening of their role as independent actors of democratic governance and development.
- The specific objective of this call for proposals is to promote:
- Safeguarding fundamental freedoms, including harnessing the opportunities and addressing the challenges of new technologies: to create and maintain an environment conducive to the full exercise of all fundamental freedoms, online and offline.
- The priorities of this call for proposals are:
- Strengthened capacities of civil society, including in advocacy and raising public awareness, to help CSOs in their work to repeal discriminatory laws, policies, measures and practices. Specific attention shall be paid to the work of youth and women organisations and movements.
- Strengthened capacities of human-rights defenders and CSOs, including in strategic litigation, advocacy and public awareness. This will help them to work in areas with restrictive laws/policies or funding restrictions.
- Improved efficiency, quality, accountability, transparency and credibility of justice systems.
- Strengthened capacities of civil society and independent media to exercise fundamental freedoms

- EUR 780,000 to be financed under 2025 budget
- Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 780,000
- maximum amount: EUR 920,000

Duration
- The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a non-governmental organisation (international organisations are ineligible) and
- be effectively established in a Member State of the European Union or in any other eligible country as stipulated in the basic act NDICI-GE and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- have been registered for at least two years at the submission deadline for concept notes.
