The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking proposals from qualified US and non-US organizations to implement an activity titled Strengthening Local Level Health Systems Activity.
Purpose
- The purpose of this activity is to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level.
Objectives
- This Activity will focus on the following four objectives:
- Strengthen Systems for Local-Level Evidence-Based Planning,
- Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services,
- Improve Enabling Environment to Operate Local Level Public Health Systems,
- Improve Local Level Public Health System Resilience.
Funding Information
- Subject to funding availability and at the discretion of the Agency, USAID intends to provide sixty million dollars ($60 million) in total USAID funding over a five (5) year period.
- USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity.
- The anticipated period of award is five (5) years. The estimated start date will be upon execution of the award.
Result Framework
- Objective 1
- Intermediate Result 1: Local level systems for conducting evidence-based epidemiological analysis strengthened.
- Intermediate Result 2: Local level systems for conducting evidence-based health system analysis strengthened.
- Intermediate Result 3: Local level systems for developing evidence-based health systems improvement plans (HSIP) strengthened.
- Objective 2
- Intermediate Result 1: Local level health systems capacity to deliver quality public health services improved.
- Objective 3
- Intermediate Result 1. National technical and operational guidelines and strategies to support local level public health systems operationalized.
- Intermediate Result 2. Coordination between local level and national health authorities to better plan for, monitor, and budget government financial resources strengthened.
- Objective 4
- Intermediate Result 1. Strengthened systems for emergency preparedness.
- Intermediate Result 2. Strengthened systems for emergency response and recovery.
Eligibility Criteria
- This funding opportunity is open to all eligible U.S. and non-U.S. nongovernmental organizations (NGOs) entities (other than those from foreign policy restricted countries), including educational organizations and universities, and public international organizations, etc.
- Pursuant to Code of Federal Regulations (CFR) 2 CFR 200.400(g), the non-Federal entity may not earn or keep any profit resulting from Federal financial assistance. While for-profit firms may participate, pursuant to 2 CFR 700.13(A)(1), Prohibition against profit, no funds will be paid as profit to any for-profit entity receiving or administering Federal financial assistance as a recipient or sub-recipient, and as such, for-profit organizations must waive profits and/or fees to be eligible to apply.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Individuals are not eligible to apply.
