The European Commission is currently accepting applications to contribute to the development of an ecosystem that enables more robust and conducive transition to green growth at all levels.
This Call will support priorities of the Global Gateway by strengthening the resilience and integration of value chains and promoting EU interests and values by ensuring that supply chains of EU companies in Viet Nam may comply with EU standards and norms (avoiding the disruption of EU value chains in the long term) and in ensuring the import of more sustainable products to the EU market. The Call will also help in countering the perception in Viet Nam that standards are protectionist measures and it will help demonstrating that investing in the transition to more sustainable and circular models and higher standards both in production processes and in products will instead in the long term allow the private sector in Viet Nam to be part of relevant global value chains (GVCs) supporting also its internal economic development.
The Call will bring in relevant European and international experiences to share with Viet Nam, provide hands-on advice on policies and support the implementation of responsible and circular economy (RCE) initiatives in the targeted sectors.
To do so, the Call will engage with a wide range of stakeholders, including public authorities at the central and provincial levels, enterprises, economic actors and NSAs in the targeted sectors. EU and EU Member States will be engaged in a Team Europe approach to the maximum extent to share EU’s experiences on relevant regulatory framework, know-how, good practices and models, as part of the Global Gateway framework. Together with two above mentioned projects, the Call will also work with the European business community, and European development banks and financiers to promote sustainable production, trade and investment, and mobilize finance for bankable RCE projects identified during the implementation.
Objectives
- The global objective of this call for proposals is to contribute to the development of a climate neutral, responsible and circular economy in Viet Nam.
- The specific objectives of this call for proposals are:
- Specific objective 1: To increase participation of non-state actors in the decision-making process on gender sensitive, responsible and circular economy.
- Specific objective 2: To increase uptake of responsible and circular economy practices by non-state actors.
- Specific objective 3: To support non-state actors in promoting demand for responsible and circular economy products and services.
Priority Issues
- Priority 1: Support micro-small-and-medium-sized enterprises (MSMEs) in reducing the environmental impact and improving resource efficiency of their production, and adopting responsible and circular economy practices.
- Priority 2: Engaging with consumers on responsible and circular economy practices to promote for responsible and sustainable consumption
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 7 000 000. The contracting authority reserves the right not to award all available funds.
- Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 1 000 000
- maximum amount: EUR 1 750 000
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Duration: The initial planned duration of an action may not be lower than 36 months nor exceed 54 months.
Types of Activity
- The call for proposals aims at implementing actions promoting the greening of industrial processes, circularity of products, processes and services as well as bio-based solutions, thus reducing the overall carbon and environmental footprint of the production system, encouraging the uptake of international Environmental, Social and Governance (ESG) standards and the adoption of new low-carbon and green business models that would result in the integration of Vietnamese MSMEs within greener value and supply chains globally (and especially with European counterparts), as well as raising awareness among Vietnamese consumers to make more sustainable choices daily and adapt their consumption models.
- Proposed actions should not focus exclusively on the production of raw materials or on primary production but rather touch upon all stages of the value chains, engaging with producers, retailers and/or consumers in a complementary way.
- The proposed actions should take into account the Vietnamese legal requirements for the implementation of NGOs’ activities. It should describe the proposed measures, including timeline and means in order to obtain project approval from the relevant authority/ies. This issue shall also be reflected in the start date of implementation of the resulting grant contracts.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be a specific type of organisation such as non-governmental organisation, business organisation (e.g. Micro-Small-and-Medium-Sized Enterprises/MSMEs, retailers, chambers of commerce, industrial cluster or associations), national and regional clean production centres, universities, research centres, centres for technology transfer, consumer organisations, development organisations, trade federations and labour organisations, and
- be effectively established in a Member State of the European Union or in Viet Nam and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- The lead applicant may act individually or with co-applicant(s).
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
