The United Nations Environment Programme is accepting proposals for Development of digital solutions for environmental compliance in Saudi Arabia and Lebanon.
Objective
- To receive project proposals that can assist in the development of comprehensive digital platforms and dashboards that integrate geospatial and environmental data to support sustainable decision-making. The platforms will enable impact assessment, compliance monitoring, and data-driven planning for regulators and developers to effectively evaluate and manage environmental footprints.
Duration
- The project implementation period is from July 2025 until June 2026.
Eligible Activities
- The activities under this partnership will be organized into two Work Packages: one for Saudi Arabia and the other for Lebanon:
- Work Package 1 – Compliance Platform for Saudi Arabia:
- Initial Assessment, Data Collection & Analysis: The Implementing Partner (IP) will conduct the initial assessment, define data requirements, and establish protocols for data mining and aggregation where available.
- Platform Architecture & Development: The platform development environment will be developed based on the goal and scope of the platform, as well as the available data.
- Impact Modelling Tools Integration: Modelling and scenario analysis tools for evaluating the environmental impacts of proposed or existing facilities will be integrated following platform development.
- Work Package 2: Dashboard for Environmental Tracking in Lebanon:
- Initial Assessment and Dashboard Mock-up: Stakeholder consultations will initially be organized with relevant stakeholders including the Ministry of Environment and the Ministry of Health, to clarify and finalise the goal and scope of the project, define data requirements, as well as the functional and non-functional requirements.
- Dashboard Development Implementation: Upon approval of the mock-up, the dashboard modules for waste generation, collection, transportation, treatment, and disposal will be developed.
- Testing, and Capacity Building & Training: Comprehensive Unit Testing (UT) scenarios of the dashboard will then be developed as well as User Acceptance Testing (UAT) scenarios that will be conducted with relevant stakeholders that will give the opportunity for feedback for enhancement.

- Demonstrated experience in preparing environmental compliance and sustainability impact assessment modelling
- Demonstrated experience in data management, platform development
