The United Nations Development Programme (UNDP) is accepting applications to support for Inclusive Local Development for Greater Accountability and Efficiency in Senegal.
Objective
- The overall objective is to strengthen multi-stakeholder platforms for better involvement of young people and women and the integration of gender in local development.
- The specific objective(s) are also listed:
- Leverage and enrich regional baseline studies on local development challenges by integrating collective intelligence approaches for in-depth, collaborative analysis.
- Facilitate the creation and/or facilitation of Multi-Stakeholder Exchange and Collaboration Frameworks (CECMA) for the co-creation of innovative solutions to strengthen inclusion, transparency, and local development.
- Organize co-creation and collective intelligence workshops to improve dialogue and collaboration between local authorities, local communities, traditional leaders, and private actors, including those involved in the informal economy.
- Organize participatory and inclusive workshops to adapt the UNDP’s “Future-Readiness of Public Sector Organizations” tool to identify the strengths, local values, resources, and challenges of stakeholders in each region.
- Create a baseline situation on women’s participation and leadership in each region and in the project’s target municipalities.
- Train teams and members of the municipal council at the national level. of common values on the application of gender transformation.
- Train 60 young people and women per municipality on political leadership, campaigning, and community engagement.
- Conduct an advocacy campaign with local and regional authorities to improve political leadership and the participation of young people and women.
- Provide financial and technical support to three women’s organizations in each of the Kolda and Sédhiou regions and four women’s organizations in the Ziguinchor region to conduct sustainable local economic activities.
- Conduct an impact study of the project on the target municipalities at the end of the project.

- Conducting a process to prepare for the Public Gender Seal in one of the municipalities
- LOT II: Project activities in the Sédhiou region
- The reinforcement of local platforms for a more inclusive and effective development in the 3 communities of Bona, Sedhiou and Djibanar (Sédhiou region);
- The reinforcement of technical skills and management of women’s organizations in the 3 communities of Bona, Sédhiou and Djibanar (Sédhiou region)
- Promoting gender equality and women’s and youth leadership in local development processes in the three municipalities of Bona, Sédhiou, and Djibanar (Sedhiou region)
- Conducting a preparation process for the Public Gender Seal in one of the municipalities
- LOT III: Project activities in the Ziguinchor region
- Strengthening local platforms for more inclusive and effective development in the four communities of Boutoupa Camaracounda, Oulampane, Nyassia, and Santhiaba Manjac (Ziguinchor region).
- Strengthening technical and management training for women’s organizations in the four communes of Boutoupa Camaracounda, Oulampane, Nyassia, and Santhiaba Manjac (Ziguinchor region).
- Promoting gender equality and women’s and youth leadership in locally led development processes in the four communes of Boutoupa Camaracounda, Oulampane, Nyassia, and Santhiaba Manjac (Ziguinchor region).
- Conducting a preparation process for the Public Gender Seal in one of the communes.
Funding Information
- The overall budget made available under this call for proposals is USD 130,000 for the 3 lots.
- The global budget is available for the present application for propositions of 130,000 USD for 3 lots (LOT 1: 40,000 USD), LOT 2: 40,000 USD), and (LOT 3: 50,000 USD).
Duration
- The overall project implementation period is eight (08) months per lot from the date of signing the contract.
Eligibility Criteria
- The submitting organization must ensure that the following criteria are met: An NGO/CSO may submit a proposal for one or more lots. The title of the proposal does clearly mention the lots concerned.
- A brief presentation (profile) of the NGO: A detailed document demonstrating the organization’s structure, including an organizational chart, staff numbers, and qualifications. The CVs of the team members can be included and offered.
- The NGO must be legally established as a non-profit organization under Senegalese law or recognized by the government, as evidenced by official operating documents and regional/national recognition (official approval or declaration receipt);
- The NGO must not be included on the list of organizations linked to terrorism, silver laundering, or any other activity deemed incompatible with United Nations values (failure to meet this criterion is automatically disqualifying)
- The NGO must provide the following administrative documents:
- Up-to-date Tax Identification Card or equivalent document;
- Notarized status, Internal Regulations, and procedures manual;
- The organization’s 2024 annual reports;
- List of similar projects/activities implemented by the organization and their added value (contributions/impacts).
- Letter of recommendation attesting to the good performance of the Association/NGO from the institution with which the projects/activities were carried out.
