The European Commission (EC) is seeking proposals for the EU Civil Society Facility & Media Programme to strengthen participatory democracy, social cohesion and the EU integration and approximation process in Kosovo, through an enhanced contribution by civil society to the implementation of the Green Agenda in the Western Balkans.
Lots
- LOT 1: Support to CSOs in the fields of decarbonisation, circular economy, depollution and the protection and restoration of ecosystems
- Specific objectives
- The specific objectives of this lot are to strengthen and increase the capacities of CSOs to:
- contribute to the elaboration, monitoring and evaluation of relevant legislation and public policies through research and advocacy,
- generate data to support evidence-based policy making/monitoring and action planning; including citizen monitoring
- support new and existing formal and informal collaborative platforms; including structured dialogue amongst CSOs, media, state institutions and private sector
- foster the exchange of knowledge and best practices with European CSOs
- support the development of multi-stakeholder’s local action plans,
- raise awareness and instil behavioural change amongst children and youth; promote changes in the educational curricula
- The specific objectives of this lot are to strengthen and increase the capacities of CSOs to:
- Priorities
- Green budgeting, green procurement, Land use planning in rural areas
- Energy Poverty, renewable energies and energy efficiency
- Waste prevention programmes, waste management and recycling, programmes for re-use and repair
- Depollution (air, water and soil)
- Protected areas, biodiversity conservation, environmental crimes

- LOT 2: Support to CSOs in the field of sustainable food systems and rural areas
- Specific Objectives
- The specific objectives of this lot are to strengthen and increase the capacities of Farmers Organisations, Farmers Unions and Producers Organisations to:
- contribute through research and advocacy to the elaboration, monitoring and evaluation of relevant legislation and public policies
- generate data to support evidence-based policy making/monitoring and action planning
- support new and existing formal and informal collaborative platforms,
- support the development of multi-stakeholder’s local action plans.
- foster the exchange of knowledge and best practices with European CSOs
- The specific objectives of this lot are to strengthen and increase the capacities of Farmers Organisations, Farmers Unions and Producers Organisations to:

- Agriculture
- Non-Wood Forest Products
- Livestock
- Forestry
- Fisheries
- Land fragmentation,

- Lot 1: EUR 900,000
- Lot 2: EUR 900,000
- Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1
- minimum amount: EUR 300,000
- maximum amount: EUR 450,000
- Lot 2:
- minimum amount: EUR 850,000
- maximum amount: EUR 900,000
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- Lot 1: be a non-governmental organisation registered for at least three (3) years prior to the date of the launch of this call for proposals;
- Lot 2: be a non-governmental organisation registered for at least three (3) years prior to the date of the launch of this call for proposals; an international (inter-governmental) organisation as defined by Article 156(1) of the EU Financial Regulation (EU, Euratom) 2024/2509 and
- Lot 1: be effectively established in Kosovo.
- Lot 2: be effectively established in Kosovo, a Member State of the European Union, or the European Economic Area. Due to the legal status of international organisations, the obligation of effective establishment in the referred countries does not apply to international organisations, where the latter are eligible, and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
