The European Commission (EC) is accepting proposals to support CSOs as actors of Good Governance and Development.
Objectives
- The global objective of this call for proposals is to strengthen the role of local civil society organisations in the governance and development of Timor-Leste.
- The specific objective is to support Timor-Leste civil society organisations working as inclusive, participatory, empowered, and independent actors of good governance and development, with a thematic focus on empowerment of women and youth.
Priorities
- The priorities are:
- Promotion of local CSOs’ (and local CSO networks’) ownership of, and leadership in, civil society action in Timor-Leste
- Development of the institutional, organisational, and operational capacity of local CSOs to bring benefits to the people of Timor-Leste in a sustainable way, including through monitoring of public policy making and implementation, dialogue, advocacy, networking, service delivery, etc.
- Empowerment of women’s rights groups and/ or youth groups in and through civil society action benefiting people vulnerable to discrimination, violence, marginalisation, or another victimisation.
- Proposed actions must pursue each of these priorities, and foremost the first one.
- Proposed actions should be designed such that their activities contribute to structural and sustainable change with long-term impact, e.g. by building on best practices, well established networks and initiatives, by using, localizing, or creating replicable and/ or reusable materials, establishing communities of practice, knowledge hubs, virtual repositories for materials, etc.).
- Proposed actions may include activities in social service delivery, but must do so in the broader context of an approach focusing in particular on the above priorities. Social service delivery at local level, if included, must involve participation and cooperation of local communities and stakeholders including local authorities, community-based organisations, etc.
- Proposed actions should integrate attention for relevant cross-cutting elements such as environmental issues, needs of people with disabilities, promotion of gender equality and equal opportunities, the LGBTIQ+ community, youth, etc.
Funding Information
- The overall indicative amount made available through this call for proposals is EUR 2,265,718.
- Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

Duration
- The initial planned duration of an action may not be lower than 36 months nor exceed 48 months.
Eligible Activities
- Examples of types of activity which may be financed under this call include but are not limited to:
- Strengthening the institutional, operational, and financial capacity of civil society organizations through e.g. trainings, workshops, seminars, peer learning, learning-by-doing, coaching, mentoring, etc.
- Supporting CSOs’ organisational change e.g. including strategic reviews, organisational assessments, monitoring and evaluation of capacity development, review and/ or adoption of specific policies, strategic planning, etc.
- Developing CSOs’ capacity for policy monitoring, undertaking research, writing studies, surveying, data gathering processing and analysis, holding policy dialogue, and influencing decision-making processes, etc.
- Civil society monitoring of, and advocating for, the legality, transparency, accountability, and effectiveness of public policy formulation and implementation (e.g. in the judicial system, the security sector, regarding land rights, women’s rights, perspectives for youths, etc.)
- Developing CSOs’ capacity for effective communication including through campaigns, traditional media, social media, infographics, video, citizens’ journalism, drama, etc.
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person, and
- be non-profit-making, and
- be a civil society organisation (CSO), and
- be established in Timor-Leste, in a Member State of the European Union, or in another eligible country, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Ineligibility Criteria
- The following types of action are ineligible:
- actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, or congresses;
- actions concerned only or mainly with individual scholarships for studies or training courses;
- actions supporting political parties;
- actions supporting conversion of people’s religious or political beliefs.
