The U.S. Department of Health and Human Services (DHHS), Centers for Disease Control (CDC) is seeking applications for its “Strengthening Implementation and Use of Effective Health Information Systems through Improved Governance, Design, Planning, Capacity Development, and Technical Implementation under the President’s Emergency Plan for AIDS Relief (PEPFAR).
The goal of this program is to enable PEPFAR, CDC, implementing partners, and host countries in Africa, Asia, and the Caribbean to:
- support the design, development, implementation, and evaluation of HIS, such as EMRs, HRIS, district health information systems (DHIS), LIS, electronic case-based surveillance systems and health and other health-related information systems used to implement or monitor PEPFAR or host government programs and address broader health system goals;
- develop and improve policy, governance, and infrastructure needed to implement HIS (including financing and infrastructure development, data and interoperability standards development and implementation, workforce development, and data security, integrity, availability, and confidentiality), and to increase HIS sustainability, costeffectiveness, and country ownership;
- sustain informatics workforce and capacity development at all levels of the health system;
- protect, secure, standardize, exchange, and share data to promote seamless and timely flow of health data to improve health.

- The focus of this program is for country based projects are Botswana, Cote d’Ivoire, Haiti, Kenya, Lesotho, Malawi, Namibia, Rwanda, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe, followed by Cameroon and Mozambique.
