EU announces CFPs for EIDHR Country Based Support Scheme (Papua New Guinea)

The European Union (EU) has announced a call for proposals for the EIDHR Country Based Support Scheme.

Objectives

  • The global objective of this call for proposals is: To enable community actors to address conflicts and violence
  • The specific objective(s) of this call for proposals is/are: To support community actors address sorcery related violence in Papua New Guinea.

Priorities

The priority(ies) of this call for proposals is/are:

  • Resolving sorcery related violence at community level
    • Proposals must include community-led sorcery related conflict management initiatives that include inter-family, inter-tribal, inter-village processes with a view of sustainable solution of under lying causes. . The specific roles that each of the parties will play, need to be clearly identified in resolving such issue as well as proposals must put forward initiatives to prevent further sorcery related conflicts and violence and maintaining communal peace and order.
  • Advocacy, prevention, awareness raising, policy dialogue.
    • Proposals must adequately demonstrate what information, education and communication tools and materials will be used for prevention, advocacy and awareness raising on the issue of sorcery related violence. The selection of tools and materials should be based on evidence about their effectiveness. As sorcery related violence is a phenomenon affecting individuals and communities in Papua New Guinea, proposals must demonstrate how dialogue and interactions between accused and accusers or affected communities can be facilitated.

Funding Information

  • The overall indicative amount made available under this call for proposals is EUR 650.000 The contracting authority reserves the right not to award all available funds.
  • Size of grants
    • minimum amount: EUR 216.000
    • maximum amount: EUR 325.000

Duration

  • The initial planned duration of an action may not be lower than 18 months nor exceed 24 months.

Location

  • Actions must take place in Papua New Guinea. Each application shall demonstrate how sorcery related violence affects the proposed area of intervention.

Eligibility Criteria

Lead applicant(s)

  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation such as: non-governmental organisation and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
    • The eligibility criteria for applicants are defined in the Article 11.2 of Regulation (EU) N0. 236/2014 on common rules and procedures for the implementation of the Union’s instruments for financing external action (CIR). The applicants will be primarily civil society organizations (as defined in the Art.11.2 of CIR) with no geographical requirements set a priori. Given the nature of the objectives, however, the actions’ focus will preferably be on in-country civil society organizations.

Co-applicant(s)

  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.

Affiliated Entities

  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
