The European Union (EU) is currently accepting proposals from eligible organisations for “European Instrument for Democracy and Human Rights (EIDHR) Cameroon 2016-17” to support civil society and social partners in implementing actions aiming at defending and promoting Human Rights.
Priority Sectors
- Sector I: “Social cohesion”:
- Promoting civil liberties, especially freedom of association and assembly
- Promoting the right to a cultural identity and an intercultural dialogue
- Sector II: “Access to Justice”:
- Legal and judicial assistance for detainees
- Promotion of alternative sentences
- Protection of minors in the legal chain
- Sector III: “Fight against violation of child rights”:
- Fight against the abuse and exploitation of children (domestic or international human trafficking, radicalisation and illegal migration of youth, child marriages, and inhuman traditional practices etc)
Size of Grants
Any grant requested under this call for proposals must fall between EUR 200 000 and EUR 500 000.
Location
Actions must take place in Cameroon.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a civil society organisation such as: non-governmental organisation (non-for-profit), an independent political foundation, local organisations and agencies, institutions and organisation of the private sector if non for profit, as well as their networks operating on a local, national, regional or international level
- be a non-for-profit agency, institution or organisation of the public sector as well as their networks operating on a local, national, regional or international level
- be a national, regional or international parliamentary organ
- dispose of the necessary co-financing to be able to implement the action
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the coapplicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant must act with co-applicant(s) as specified hereafter.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) andcoordinate the design and implementation of the action.
- The lead applicant must act with at least one (1) co-applicant. If the lead applicant is of a nationality other than Cameroonian, at least one if its co-applicants has to be of Cameroonian nationality.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
