EU CFPs: Research and Innovation Programme for Climate Change Adaptation & Resilience in Angola

The European Union (EU) is inviting applicants for its Research and Innovation applied to Family Farming for Climate Change Adaptation and Resilience in Angola. Through the involvement of European research entities, this Action will seek to build up capacities of stakeholders in Angola to generate knowledge and innovation in agriculture.

This action is part of an initiative on climate resilient Development Smart Innovation through Research in Agriculture (DeSIRA), which is steered by the European Commission and involves some EU Member States and the Bill and Melinda Gates Foundation.

By linking more effectively development initiatives with research and innovation, DeSIRA intends to boost innovation in agriculture and food systems transformation of partner countries with a view to be more resilient to the effects of climate change.

Objectives & Priority Issues

The global objective of this call for proposals is:

  • To contribute to the transformation of agriculture sector in Angola through innovation and research. The specific objective of this call for proposals are:
    • Applied research and innovation improve action to address climate change adaptation and resilience of family farming in Angola.
  • The priority of this call for proposals is to find options for the improvement of family farming, test them, and assess their contribution to resilience.

Funding Information

  • The overall indicative amount made available under this call for proposals is EUR 1 000 000.
  • Size of grants:
    • Minimum amount: EUR 800 000;
    • Maximum amount: EUR 1 000 000.
  • Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
    • Minimum percentage: 70 % of the total eligible costs of the action.
    • Maximum percentage: 90 % of the total eligible costs of the action.

Eligibility Criteria

  • Lead Applicant:
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person,
      • be non-profit-making or a private sector organisation with a relevant public sector mandate/mission,
      • be a specific type of organisation such as:
        • Academic and research institutions (Universities, Agriculture Research Institutes)
        • A consortium of academic / research institutions
        • A public sector operator or local authority,
        • An international (inter-governmental) organisation as defined by Article 156of the EU Financial Regulation
      • be established in a Member State of the European Union (Austria, Belgium, Bulgaria, Czech Republic, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden) and the United Kingdom or the Republic of Angola, the OECD, an ACP state, a Member State of the European Economic Area, Overseas Countries and Territories or a beneficiary State of the ACP-EC Partnership Agreement to the ‘Rules on Participation in Procurement and Grants’ attached to the Practical Guide
      • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
      • Applicants (or entities having a structural link with the applicant or associated entities) that do not benefit of EU Financing in the same area (rural development, agriculture, environment) and covering the same Province of this DeSIRA Project;
      • Have proven experience in conducting operational researches (at least, two applied operational researches with a minimum budget of EUR 200.000 and at least, one of them, conducted in developing countries) in the following areas: agriculture, livestock, climate change/environment, community development, agroforestry and food security.
  • Co-applicant(s):
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
    • In addition to the categories, the following are however also eligible:
        • be a specific type of organisation such as: Non-governmental organizations or any other nonprofit-making organization
        • have proven operational capacity in Angola
        • Co-applicants (or entities having a structural link with the co- applicant or associated entities) that do not benefit of EU Financing in the same area (rural development, agriculture, environment) and covering the same Province of this DeSIRA Project;
  • Affiliated entity(ies):
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
    • Entities affiliated to an applicant may hence be:
      • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries).
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
      • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
