The European Union (EU) has launched a call for proposals to Support the activities of civil society organizations and human rights defenders engaged in development in Mauritania.
Objectives
The general objectives of this call for proposals are to:
- Support the actions of civil society organizations contributing to the socio-economic strengthening of women and young people;
- Contribute to the promotion and protection of the rights of women and girls.
The present call for proposals has specific objectives linked to the general objective:
- Lot 1: Promote initiatives of civil society organizations targeting the strengthening of entrepreneurial capacities and women’s leadership. Priority will be given to the actions of:
- Capacity building in entrepreneurship of women with particular attention in rural areas, in particular through support for the creation of micro and small enterprises, the organization of technical training, and the promotion of public-private partnership.
- Strengthening the capacities of women in leadership in the public and private sectors, in particular through training and awareness-raising actions on the role and place of women in decision-making bodies and processes.
- Development of actions to promote regalia between women and men and fight against discrimination in the professional environment.
- Lot 2: Promote the socio-economic development of youth. Priorities will be given to actions of:
- Support in the orientation and socio-professional integration of young men and women, particularly those with disabilities, by creating economic opportunities and organizing mechanisms for interaction and cooperation with the private sector.
- Promote civic education activities and citizenship in true to include youth in decision-making bodies at the local and national level and development of awareness-raising activities to climate and migration issues.
- Lot 3: To support the initiatives of the chile society centered on the fight against violence against women and fine people. Priority will be given to the actions of:
- Support for victims of violence against women and girls in terms of medical, judicial, and legal care, as well as their social reintegration.
- Support for the care of child victims of the corollaries of violence against women.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 3,000,000. The Contracting Authority reserves the right not to allocate the totality of the funds available. Indicative envelope per lot:
- Lot 1: EUR 1,250,000;
- Lot 2: EUR 1,250,000;
- Lot 3: EUR 450,000.
Eligibility Criteria
- Lead applicant(s): To be able to claim a grant within the framework of the 3 lots, the main applicant must:
- Be a legal person, and
- Have no profit-making purpose, and
- Be a CSO (civil society organization), and
- Be established in a member state of the European Union or in the Islamic Republic of Mauritania, and
- Be, at the time of publication of this call for proposals, eurregister for 3 years with the services concerned with the State of establishment for CSOs from thin Member State of the EU or the European Economic Area or registered for 2 years with the services concerned for Mauritanian CSOs and.
- Be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary.
- Co-applicant(s)
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in addition to those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated Entity(ies): The lead applicant and his co-applicant (s) may act with one or more affiliated entities. Only the following entities can be considered as affiliated with the lead applicant and/or co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- the control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements, and related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-rank subsidiaries) or controlled by an entire entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
- entities directly or indirectly controlling the applicant (Mores companies). Thus, they can be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the level of the applicant (scours companies).
- Entities affiliated with an applicant can therefore be:
- Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliate entity is a member or the applicant is a member of the same entity (for example, a network, a federation or an association, …) that the affiliated entity proposes.
