The European Union (EU) is currently accepting proposals from eligible organisations for its thematic programme “Civil Society Organisations and Local Authorities” to strengthen the contribution of civil society organisations and local authorities to governance and development processes.
Objectives
- To involve Civil Society Organisations, Local Authorities and other relevant stakeholders to promote local economic development in job creation and expansion of economic activities in an environmentally sustainable manner at the local level.
- To enhance the capacity of both Local Authorities and Civil Society to collaborate together and with relevant stakeholders including the private sector to mobilise local revenues for local development while promoting transparency and accountability to citizens.
Priority Areas
- Enhancing efforts to promote a conducive environment for CSOs in partner countries
- Promoting meaningful and structured participation in programming and policy processes to build stronger governance and accountability at all levels
- Increasing local CSOs’ capacity to perform their roles as independent development actors more effectively
Size of Grants
Any grant requested under this call for proposals must fall between EUR400 000 and EUR 430 000.
Eligibility Criteria
- Lead applicant: In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a Civil Society Organisation (CSO)
- be established in Kazakhstan or a Member State of the European Union
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies)
- Potential applicantsmay not participate in calls for proposals or be awarded grants ifthey are in any of the situations
- Co-applicant(s)
- The lead applicant must act with co-applicant(s).
- Co-applicants can be either Civil Society Organisations or Local Authorities. At least one co-applicant must be a Local Authority.
- Co-applicants which are Civil Society Organisations must satisfy the eligibility criteria as applicable to the lead applicant.
- Co-applicants which are Local Authorities must satisfy the following eligibility criteria:
- be a legal person
- be non-profit-making
- be a Kazakh Metropolitan, Municipal or District Assembly
- be established in Kazakhstan
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
