EU-Tanzania Call for Proposals: Civil Society Organizations & European Instrument for Democracy and Human Rights

The European Union (EU) has announced its grant program entitled ” Civil Society Organizations & European Instrument for Democracy and Human Rights – Tanzania” to support and strengthen CSOs and human rights defenders’ contribution towards the promotion of human rights, fundamental freedoms and democracy in Tanzania.

Type of Lots

• For LOT 1 – CSOs ONLY:
• The specific objectives of this lot are:
  • To support CSOs efforts in promoting freedom of expression, access to information, press freedom and reinforcing media capacities, with special focus on women and youth
  • To increase CSOs’ contribution toward a culture of peace, conflict prevention and inclusive democracy in the United Republic of Tanzania, and in particular in the archipelago ofZanzibar
• The priorities are:
  • to create a more conducive environment for civil society and media stakeholders;
  • to promote freedom of expression and access to information for all citizens;
  • to build capacity of civil society organisations and media stakeholders to report, document, monitor, advocate and raise awareness on topics related to the fundamental freedoms ;
  • to promote structured dialogue between government, media stakeholders and CSOs, particularly those representing women and youth, on access to information, freedom of expression and press freedom;
  • to ensure the active participation of youth and women in media and through media;
  • to promote the participation of individuals and communities to take an active role in managing and resolving conflicts at all levels;
  • to contribute to develop a peaceful and inclusive society in the United Republic of Tanzania, and in particular in the archipelago of Zanzibar;
  • to establish and deepen dialogue between CSOs and government in the United Republic of Tanzania, and in particular in the archipelago of Zanzibar.
• For LOT 2 – EIDHR ONLY:
• The specific objectives of this lot are:
  • To support human rights and human rights defenders in situations where they are most at risk
  • To promote participatory democracy through CSOs engagement in electoral processes
• The priorities are:
  • to protect the most vulnerable, marginalized and/or, stigmatized and/or isolated populations, with particular attention to women and children;
  • to support whistle blowers, victims or witnesses of human rights violations and human right defenders;
  • to contribute to legal reforms in line with international standards for human rights and democracy;
  • to establish or strengthen dialogue and mediation mechanisms among electoral stakeholders;
  • to encourage transparency and accountability of the electoral stakeholders;
  • to promote freedom of association and assembly and freedom of expression all along the electoral cycle;
  • to foster CSOs capacity in voters’ and civic education as well as electoral observation, with a particular focus on women and youth;
  • to foster citizens active participation and increase voters turn out, especially for youth and women.

Added value for LOT 1 and LOT 2

The following elements are considered of added value and can be rewarded in the point 1.4. of the Evaluation grid for the Concept note if inserted into the action:

• Action proposed by a coalition or consortium of civil society organizations and in association with other stakeholders (local authorities, public authorities, regional institutions, academic institutions, political parties, parliaments…);
• Actions which integrate a strong gender perspectivein their methodology, includinggender equality and women empowerment. Whenever possible, gender indicators shall be developed for all target groups and data collection shall be gender disaggregated;
• Actions which are designed and implemented according to a rights-based approach methodology, as outlined in the 2014 Tool-Box “aRights-Based Approach, encompassing all human rights, for EU development cooperation”;
• Action which reach rural and/or remote areas or have significant regional and diversified coverage. It is expected that most of the support should reach regions and organizations outside Dar es Salaam, including the archipelago of Zanzibar.

• LOT 1 – CSO:2.700.000 EUR
• LOT 2 – EIDHR: 1.800.000 EUR

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a civil society organization (including non-governmental nonprofit organizations and independent political foundations, community based organizations and private sector nonprofit agencies, institutions and organizationsand networks) and
    • be directly responsible for the preparation and management of the action with theco-applicant(s) and affiliated entity(ies), not acting as an intermediary and;
      • For LOT 1 – CSOs ONLY:
        • be established in Tanzania or in a Member State of the European Union or of the European Economic Area or in a country eligible for the 11thEuropean Development Fund;
        • For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector- specific eligibility rules provide otherwise , if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article 12.2 of the General Conditions of the grant agreement’.
      • For LOT 2 – EIDHR ONLY:
        • be established in any country
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
• Affiliated entities
• The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
• Only the following entities may be considered as affiliated entities to the lead applicant and/or to co¬applicants):
• Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in
• particular a legal or capital link.
• This structural link encompasses mainly two notions:
  • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
  • Entities affiliated to an applicant may hence be:
    • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
    • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
    • Entities under the same direct or indirect control as the applicant (sister companies).
  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
