The European Commission (EC) is seeking proposals from Civil Society Organisation (CSOs) to support and strengthen civil society as a promoter of sustainable tourism in protected areas as a factor in generating income for local communities, contributing in the long term to environmental sustainability and the improvement of socioeconomic conditions in Cape Verde.
Objectives
Promoting sustainable tourism:
- as a factor for generating income for local populations, improving socio-economic conditions in rural communities in the country, with a special focus on protected areas and respective inspection;
- for the conservation and sustainable management of natural resources in protected areas throughout the national territory;
- to complement and differentiate the tourist offer in Cape Verde, in areas where the sector is underdeveloped in Cape Verde (cultural, rural, community tourism, ecotourism, inclusive tourism, etc.) with special focus on activities that promote a approach to promoting gender equality, inclusion and employability of young people, promoting the rights of communities and the most vulnerable people.
Priorities
- increase the promotion of tourism in protected areas, being compatible with the conservation and enhancement of cultural heritage, respecting traditional uses and customs and contributing to improving the quality of life of the local population;
- Contribute to nature conservation, in addition to generating economic benefits for protected area authorities and local communities;
- Strengthen environmental governance by strengthening the capacity of Society Organizations Civil as determinant actors in (i) dialogue, implementation and monitoring of programs and development plans towards the sustainable management of natural resources and preservation of the environment, (ii) in local governance processes, in political, social and economic dialogue and for their participation and inclusive and sustainable development and service delivery at a decentralized level;
- Promote training in business development and management skills in providing community-based tourism services.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,850,000.00. The contracting authority reserves the right not to allocate all available funds.
- minimum amount: 800, 000.00 EUR
- maximum amount: 950, 000.00 EUR
- The initial duration envisaged for an action cannot be less than 36 months or more than 48 months.
Geographical Focus: Actions must be carried out in Cape Verde covering at least one protected area.
Eligibility Criteria
- Lead Applicant(s)
- To be eligible for a grant, lead applicants must:
- Be a legal person and
- Have a legal personality and
- Not for profit
- Be a civil society organization (including non-governmental non-profit organizations and independent foundations, non-profit organizations in the private sector) and the respective networks-coalitions-alliances-platforms at local, national, regional and international level and
- Be established in a Member State of the European Union or in Cape Verde
- Be directly responsible, together with your co-applicant(s) and entity(ies) affiliate(s), for the preparation and management of the action and not to act as an intermediary
- International (intergovernmental) organizations are not eligible as applicants.
- Local authorities are not eligible as lead applicants, but may participate as co-applicants.
- To be eligible for a grant, lead applicants must:
- Co-applicant(s)
- Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs incurred by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applicable to the lead applicant. Note that local authorities are eligible as co-applicants.
- Co-applicants must sign the terms of reference.
- If you are awarded the grant contract, any co-applicants will be the beneficiaries of the action (together with the coordinator).
- Please note that contracts cannot be awarded or signed with applicants included in the EU lists of restrictive measures.
- Affiliated Entities
- The lead applicant and its co-applicant(s) may compete with affiliated entity(ies).
- Only the following entities can be considered affiliated entities of the lead applicant and/or coapplicant(s):
- Only those entities that have a structural link with the applicants (ie the lead applicant or a co-applicant), especially a legal or financial link
- This structural link essentially includes two notions:
- Control, as defined in Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain forms of companies:
- Thus, entities affiliated with an applicant may be:
- Entities directly or indirectly controlled by the applicant (branches). They may also be entities controlled by an entity controlled by the applicant (sub-subsidiaries), the same applying to further levels of control;
- Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (subsidiaries).
- Thus, entities affiliated with an applicant may be:
- Membership, i.e. the applicant is legally defined as, for example, a network, a federation, an association in which proposed affiliated entities also participate or the applicant participates in the same entity (e.g. a network, a federation, an association, etc.) than the proposed affiliated entities.
- Control, as defined in Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain forms of companies:
- In general, the structural link must not be limited to the action, nor be established solely for the purpose of its execution. This means that this link exists independently of the award of the subsidy; exists prior to the launch of the call for proposals and remains valid after the end of the action
