The European Union is seeking proposals from organisations for a country based support scheme (CBSS) with an aim to contribute in the promotion and protection of human rights and fundamental freedoms and to contribute to the strengthening of the international framework for the promotion and protection of human rights, justice and the rule of law in Sri Lanka.
Objectives
- Support to Human Rights and Human Rights Defenders
- Support to other EU Human Rights Priorities
- Support to Democracy
- Support to EU Election Observation
- Support to targeted key actors and processes
Priorities
- Promoting and defending freedom of expression;
- Promoting political leadership development of discriminated and excluded communities;
- Providing support to trauma victims as a result of the effects of conflict and/or other forms of structural violence and
- Promoting transparent domestic accountability and civil society’s role in strengthening the rule of law, the independence of the judiciary, the right to equality before the law and access to justice, including the rights to fair trial and due process.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 350 000 and EUR 500 000.
Location
Actions must take place in Sri Lanka.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be specific types of organisations such as civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- No nationality restriction applies to applicants, co-applicants and, if any, affiliated entities, Projects submitted by applicants from Sri-Lanka are encouraged so as to promote ownership and strong local leadership. Eligible applicants with a nationality other than that of Sri Lanka must act together with at least one Sri Lankan organisation acting as a co-applicant.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.

- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
