European Union is seeking proposals from organisations for a country based support scheme (CBSS) with an aim to support civil society and human rights defenders in Tajikistan in working on human rights (political, civil, economic, social and cultural) and democratization.
The objective of this call is to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with Tajikistan, consistent with the European Union’s foreign policy as a whole.
Priority Areas
- Human Rights Defenders
- Support, protection and defense of human rights defenders;
- Actions against torture and other cruel, inhumane or degrading treatment or punishment;
- Promotion of Human Rights
- Support and strengthening of national and international framework for the protection of human rights; concerted civil society monitoring of national and international commitments;
- Promotion of the freedom of religion and belief;
- Access to justice and the rule of law;
- Support to gender equality (women’s rights, women in decision-making, right to participate in peace-building and reconstruction processes, fight against violence, etc.);
- Protection of the social, economic and cultural rights, especially for groups particularly
- Vulnerable to discrimination, such as women, children, migrants and the rights of persons belonging to ethnic minorities.
- Promotion of the development of a democratic political culture
- Promotion of freedom of association and political pluralism;
- Promotion of freedom of expression, namely support of independent media (both online/offline) and strengthening the role of media in the promotion of human rights.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 250 000 to EUR 400 000
Locations
Actions must take place in the Republic of Tajikistan.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation as defined in Article 11.2(a); (b); and (c) of Regulation No 236/2014 such as: civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private sector non-profit agencies, institutions and organisations and, networks thereof at local, national, regional and international level; public-sector non-profit agencies, institutions and organisations and networks at local, national, regional and international level; international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation. And
- be established in a Member State of the European Union or an eligible country as stipulated in the CIR. As from 15 March 2014, pursuant to Commission Implementation Rules (CIR) Article 11 “Eligibility under EIDHR and the Instrument Contributing to Stability and Peace”, participation in the award of procurement contracts or grants, as well as the recruitment of experts, shall be open without limitations. and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- The lead applicant must act with co-applicant(s) as specified hereafter. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies) that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply
- The application procedure consists of two phases:
- concept notes
- full application
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
