The World Food Programme (WFP) Guinea-Bissau, with the support of the Government of Japan, is implementing a project aimed at improving food security and nutritional outcomes through a market-based value-added voucher system.
This intervention enables vulnerable beneficiaries to access nutritious, locally sourced food, including perishables such as vegetables, fruits and animal proteins, through pre-selected vendors. Ensuring the quality of products, compliance by vendors and the dignified treatment of beneficiaries are essential for the success of the programme. In this regard, WFP intends to partner with a qualified national NGO with experience in community-level food systems, market engagement and social responsibility to support and monitor the implementation of this component.
The NGO will be a key partner in connecting vendors and local supply chains, ensuring quality control, fair practices and continuous process improvement.
Objectives
- The general objective of this collaboration is to support the implementation and quality control of the system of value coupons, with a focus on food, including perishables.
- Specific objectives include:
- Facilitate effective mobilization and links between local producers/sellers and others participating merchants in the voucher system.
- Ensure quality monitoring of the food supplied to sellers selected beneficiaries.
- Monitor the practices of two sellers and the treatment given to the beneficiaries, guaranteeing respect, dignity and equity.
- Work closely with the PAM Monitoring and Availability (M&A) team to collect relevant data and pinpoint areas of merit.

Scope of Work
- A selected NGO will be responsible for the execution of the following tasks:
- Links with Sellers and Market
- Quality Monitoring of Food Products
- Monitoring of Beneficiary Experiences
- Coordination with the PAM M&A Team and Community Feedback Mechanisms
- Capacity Building, Mobilization and Awareness

Eligibility Criteria
- An NGO must meet the following criteria:
- Be legally registered and operate in Guinea-Bissau.
- Have a minimum of 3 to 5 years of experience in market systems, mobilization community, food security or subsistence programs.
- Proven experience in community involvement, monitoring or facilitation of supply chains.
- Knowledge of food quality standards and social responsibility practices.
- Strong presence and network of contacts in the rural areas of the regions of Oio and Tombali, in Guinea– Bissau.
- Demonstrated ability to collect, analyze and report terrain data.
- Ability to work in Portuguese and at least a national language (ex.: Creole, balanta, fula).
