The Global Community Engagement and Resilience Fund (GCERF), in collaboration with the Accelerated Funding Panel in Kenya (AFP), is pleased to announce a call for expressions of interest from organisations interested in becoming GCERF’s grantee in Kenya and in managing GCERF’s Accelerated Funding Programme (AFM).
The programme will focus on sustainable support to County Engagement Forums (CEF) in up to 21 counties through small grants supporting coordination and capacity-strengthening of CEFs, as well as community-level initiatives aligned with the County Action Plans on Preventing/Countering Violent Extremism.
The programmes will also provide direct support to communities through the implementation of outputs on priority pillars of CAPs. GCERF funded CSOs will ensure joint implementation of new activities and mainstreaming of P/CVE in existing activities with different stakeholders in the process, including the private sector.
While the type of specific PVE initiatives will be identified based on the critical pillars of the CAPs and based on the proposals received from the Lead CSOs, the funding will support the following programming areas:
- Promoting socio-economic opportunities through direct involvement of private sector representatives on the CEF;
- Trauma therapy for VE survivors;
- Improving relations between security actors and communities through constructive dialogue, inclusion in local platforms, and other activities;
- Strengthening coordination and trust between the security actors and local communities through inclusive community peace watch groups;
- Strengthening the role and engagement of women in the CEF, and in the security mechanisms. One example could be ensuring women’s representation beyond a tokenistic presence, providing them with public speaking training in CEFs and neighbourhood watch groups (Nyumba Kumi);
- P/CVE awareness raising and creation of alternative narratives;
- Social cohesion events and extracurricular activities for vulnerable youth to radicalisation and recruitment by VE groups, accompanied by sensitisation on P/CVE.
Funding Information
- GCERF seeks to invest up to USD 1.7 Million during the initial phase of the strategy and gradually increase the funding, depending on availability of funding contributions, to up to USD 5.5m. The period of the investment is up to 24 months. The programme will initially focus on priority counties (prioritised by the AFP) and will expand to remaining counties based on availability of funding.
- Small grants to Lead CSOs: Depending on the availability of funding, the value of small grants will be up to USD 200,000 per CSO Lead. The grants will contribute to strengthening the CEFs’ capacity to facilitate the coordination and implementation of the CAP. Capacity strengthening provided to members of the CEFs will enable an in-depth review of the CAP through a multi-stakeholder approach.
Eligibility Criteria
- Appropriate legal registration in Kenya.
- Willingness and capacity to accept and fulfil the role of a Host Organisation.
