Global Affairs Canada’s Growth that Works for Everyone: Inclusive and Shared Prosperity in Ukraine

Global Affairs Canada has launched a call for preliminary proposals entitled “Growth that Works for Everyone: Inclusive and Shared Prosperity in Ukraine”.


  • Under this call, project proposal must contribute to the achievement of this ultimate outcome:
    • Enhanced economic prosperity for women and the most vulnerable and marginalized people living in Ukraine.
  • Applicant’s preliminary proposal must also contribute to at least one of the following intermediate outcomes:
    • Enhanced economic security of rural women and the most vulnerable or marginalized, especially those affected by the conflict.
    • Enhanced competitive, innovative and environmentally sustainable small and medium-sized enterprises for women and the most vulnerable or marginalized.
    • Enhanced employment and entrepreneurship opportunities for women and the most vulnerable or marginalized.

Grant Information

  • The total amount of funding available under the Growth that Works for Everyone: Inclusive and Shared Prosperity in Ukraine call for preliminary proposals is up to $30 million over five years.
  • Global Affairs Canada may fund any number of proposals, or none, up to the maximum funding available.

Eligibility Criteria

  • Organization is a legally incorporated non-governmental organization (NGO) or private sector organization from Canada, Ukraine or any other country, and they can provide proof of legal status.
    • If organization is Canadian, they must provide a Canada Revenue Agency business number.
    • If organization is Ukrainian, they must provide proof of registration (a Certificate of State Registration) obtained through the local division of the Ministry of Justice of Ukraine.
  • Organization is not a sovereign entity (a government of a country), multilateral institution (e.g. UN), international member-based organization, or international financial institution (IFI).
  • Organization must provide financial statements for the last two fiscal years, signed (audited statements are preferred).
  • Organization can demonstrate a minimum of two (2) years of experience managing a development project worth at least 75% of the total value of the project in their proposal in Ukraine and/or in a country of the former Soviet Union with an established office on the ground, working in the areas of economic empowerment, and/or gender equality and inclusion. The examples provided should explicitly indicate the legal status of the organization in Ukraine and number of full time employees located in the local office(s).
