The United Nations Development Programme has announced grant for creation and development of regional veteran centers and spaces in Kharkiv and Sumy regions.
The main goal of this call for applications is to promote the creation, development of capacity and support of the activities of regional veteran centers in Kharkiv and Sumy regions. Veteran centers at the regional level are designed to play a coordinating, informational, service role and perform the function of methodological support to communities in the process of developing an ecosystem for the (re)integration of veterans and their family members.
Components
- As a result of the competition, 1 successful organization will be selected to implement the project in each of the regions. It is expected that project proposals will include two components:
- an infrastructure component, which may include the purchase of building materials and ongoing (cosmetic) renovation of premises in order to create an inclusive and accessible environment conducive to the (re)integration of veterans and their families.
- a component of organizational development of centers, support and accompaniment, development of the potential of veterans, their family members, as well as specialists who provide this support.
- It is expected that the selected organizations will communicate on an ongoing basis with responsible representatives of the United Nations Development Program at each stage of project implementation.
Funding Information
- The maximum budget of the project proposal must not exceed $48,000.00.
- This call for proposals provides support for a project with a duration of up to 6 months. The planned start of the project is May 2025.
Eligible Cost
- be necessary for the implementation of project activities;
- be used exclusively for costs of activities within this project;
- comply with the principles of sound financial management, in particular cost-effectiveness and economic feasibility;
- be properly documented, identified and verified, and supported by original supporting documents.
Ineligible Cost
- costs of preparing a project proposal;
- debt settlement;
- international travel;
- reimbursement of costs associated with exchange rate fluctuations;
- creation and registration of an organization;
- direct fiscal support for state bodies;
- political or military activity;
- religious propaganda;
- activities that lead to direct or indirect discrimination against any social groups;
- projects aimed at generating profit from activities;
- purchase of vehicles and/or luxury items and related services.
Eligibility Criteria
- Public or charitable organizations submitting project proposals for this competition must meet the following mandatory requirements:
- be officially registered with the status of a legal entity in the territory of Sumy and Kharkiv regions, and in case of registration in the territory of other regions of Ukraine – carry out activities and have a representative office in Sumy and Kharkiv regions of Ukraine;
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048) and operate in the territory controlled by the government of Ukraine;
- have proven experience in implementing at least one project and reporting on it;
- have work experience in accordance with the topic of the competition (in the field of working with veterans, work to restore the mental health of veterans and their family members, legal support, raising public awareness of the rights and needs of veterans, etc.);
- Proven experience in implementing or involving community or NGO representatives in systemic support and training projects will be an advantage;
- proven experience in implementing infrastructure projects will be an advantage;
- provide letters of support with duly certified signatures from the structural unit of the regional state administration, whose powers include the implementation of veterans’ policy in the region, and other institutions and organizations (state, municipal, public, private, etc.) involved in the field of (re)integration of veterans and their family members in the relevant region;
- have appropriate specialists and/or project personnel involved for its implementation (project manager, financial specialist/accountant and other specialists according to the needs of the project). The experience of the involved specialists must meet the conditions and objectives of the competition, which is confirmed by relevant resumes.
Application Requirements
- Personnel involved in the project implementation must meet the following requirements:
- The project team should consist of at least: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the United Nations Development Programme), a communications manager and an accountant (responsible for maintaining accounting and financial reporting);
- at least three years of experience in the public sector (for the project manager), proven practical experience working with veterans will be a significant advantage;
- knowledge of languages – fluency in Ukrainian;
- An accountant must have an education related to accounting, finance or economics, and at least two years of experience in the field of accounting;
- willingness to implement all rules and regulations of cooperation proposed by the international donor;
- willingness to cooperate with state authorities, local governments, community leaders, public organizations and other partners for more effective project implementation.
- Competition implementation territories, registration requirements and experience of organizations:
- The project, which will be implemented with the funds of this grant competition, is planned for implementation in the cities of Kharkiv and Sumy;
- Organizations that have a current grant agreement with the United Nations Development Programme (UNDP) cannot be selected under this competition until the end of such grant agreement, as one organization can implement only one grant agreement during one grant period.
