Proposals invited from Migration Partnership Facility (MPF) III to support the implementation of the external dimension of EU migration policy and its specific political and operational instruments.
The MPF is implemented by ICMPD through funding from the Directorate General for Migration and Home Affairs (DG HOME) of the European Commission (EC). The overall strategic guidance, leadership and oversight for the implementation of the MPF is carried out by the MPF Steering Committee (SC). The SC consists of representatives of EU institutions (DG HOME, the Directorate-General for Neighbourhood and Enlargement Negotiations – DG NEAR, the Directorate-General for International Partnerships – DG INTPA, and the European External Action Service – EEAS).
Categories
- Strand A – ‘Support to the EU’s migration priorities with partner countries’: Projects shall promote and support the EU’s migration priorities with partner countries, taking into account the overall level of cooperation on all aspects of migration management, as per the New Pact on Migration and Asylum. This Strand brings together initiatives in support of key priorities identified in Mobility Partnerships (MPs), Common Agendas for Migration and Mobility (CAMMs) and other cooperation frameworks.
- Strand D – ‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’: Projects under Strand D shall seek to support dialogue and cooperation on legal and labour migration, in line with the EU’s geographic and thematic migration priorities, including the new Talent Partnerships.
Funding Information
- The overall indicative amount made available under this Call for Proposals is EUR 15,200,000 – divided as follows:
- STRAND A: EUR 3,700,000 (from AMIF and ISF Borders & Visa funds)
- STRAND D: EUR 11,500,000 (from AMIF funds)
- Size of grants
- Any grant proposal submitted under this Call for Proposals must fall within the following minimum and maximum amounts:
- STRAND A – Minimum: EUR 200,000
- STRAND D – Minimum: EUR 1,000,000
Eligibility Criteria
- Strand A
- A public body of an EU member state (at central, regional or local levels);
- An EU member state-based organisation; or
- An international organisation (IO)
- Note 1: In the case of actions supporting the implementation of a Mobility Partnership (Strand A), only lead applicants from EU Member States that have signed the respective MP shall be eligible.
- Note 2: If the lead applicant is not a governmental body at central level, a letter of support from a relevant central body must be part of the application package.
- Strand D
- A public body of an EU member state (at central, regional or local levels);
- An EU member state-based organisation
- Note: If the lead applicant is not a governmental body at central level, a letter of support from a relevant central body must be part of the application package.
- Co-applicants have to be:
- Public bodies of a partner country (at central, regional or local levels); or
- Public bodies of the same or another EU MS; or
- International organisations (IOs), non-governmental organisations (NGOs) and other private law bodies, established in the EU or in partner countries that cooperate with an EU MS in the implementation of migration-related actions, working on a non-profit basis.
