The U.S. Embassy in Podgorica is pleased to announce a notification of a funding opportunity (NOFO), for a cooperative agreement to carry-out an external evaluation of the work of the Atlantic Council of Montenegro’s Digital Forensic Center.
Purpose of the Evaluation
- The Public Affairs Section (PAS) of the U.S. Embassy in Podgorica, Montenegro, announces a notification of funding opportunity (NOFO) for a cooperative agreement to carry-out an external evaluation of the work of the Atlantic Council of Montenegro’s Digital Forensic Center (DFC).
- They are seeking proposals from non-Montenegrin based organizations for a comprehensive evaluation of the work of the DFC, including recommendations to strengthen the impact of the DFC.
Funding Information
- PAS intends to issue one award (cooperative agreement) for up to $150,000.
- The period of performance is tentatively 12 months, with an anticipated start date of October 2021.
Evaluation Deliverables Will Include:
- Initial inception report based on review of the DFC background documents and reports
- Detailed Work Plan for the evaluation including its evaluation design/framework/methodology and schedule in a single document
- Proposed key outcome indicators of DFC impact
- Project study instruments (e.g., survey questionnaires, interview guides, etc.)
- Final datasets on DFC outcome indicators and surveys
- Draft and final evaluation report (submitted in draft for PAS comments before it is finalized)
Eligibility Criteria
- Applicants eligible to apply are organizations (both nonprofit and for-profit), as well as educational institutions, which are not based in Montenegro, and which have prior experience developing methodologies for different types of evaluations, ideally involving the disinformation space.
- Applications submitted by for-profit entities may be subject to additional review following the selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allow ability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR), Cost Accounting Standards Administration, and Contract Cost Principles and Procedures.
