The Bureau of Justice Assistance with its Second Chance Act Community-based Reentry Program seeks to support organizations and tribal governments providing comprehensive reentry services to individuals who have been incarcerated.
Goals
- Goal 1: Create safer and stronger communities by improving reentry outcomes and reducing recidivism for people who have been incarcerated who are at moderate to high risk for reoffending:
- Increase collaboration between community-based organizations and corrections, community supervision, law enforcement, and other local reentry stakeholders.
- Develop comprehensive individualized case management plans that directly address criminogenic risks and needs, as identified by validated assessments/tools, and deliver or facilitate services in a manner consistent with participants’ learning styles and abilities.
- Provide wraparound services and continuums of care to individuals based upon their individualized case plans that target their identified needs to ensure more prosocial interactions within their communities and lessens their recidivism rates

- Anticipated Total Amount to Be Awarded Under This Funding Opportunity: $14,000,000 Anticipated.
- Award Ceiling: Up to $700,000
- Anticipated Period of Performance Duration: 36 months.
Deliverables
- Grantees will deliver:
- An action plan consisting of a problem analysis summary, a summary of strategies and intended outcomes, and an initial evaluation plan within 6 months of the award. The assigned TTA provider will supply the action plan template and assist grantees to complete it.
- A final report or independent evaluation detailing types of programmatic activities, clients served, and overall lessons learned, including milestones and outcomes.
Eligibility Criteria
- Government entities:
- Native American tribal governments (federally recognized)
- Nonprofit organizations:
- Nonprofits having a 501(c)(3) status with the Internal Revenue Service (IRS), other than institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
