The United Nations Development Programme (UNDP) is pleased to launch a Call for Applications of Local Government Units and Cantons in Bosnia And Herzegovina for participation in the implementation of the Program “Framework for the Implementation of Sustainable Development Goals as a Foundation for Sustainable and Inclusive Growth in Bosnia and Herzegovina” (SDG2BiH).
This is financed by the Government of Sweden and implemented by UNDP in partnership with UNICEF and UNWOMEN in BiH, with the coordination of the UN Resident Coordinator’s office.
Objective
- The SDG2BiH program invites local self-government units in BiH and cantons in the Federation of Bosnia and Herzegovina (FBiH) to apply for participation in its implementation.
- The objective of the call is to select up to 8 LGUs in BiH and 3 cantons in FBiH, which will be provided with technical support in:
- The process of localization and operationalization of the Sustainable Development Goals through the systematic implementation of canton and LGU development strategies;
- Development and preparation of documentation for strategic projects that contribute to the achievement of Sustainable Development Goals;
- Preparation and implementation of development projects.
- The invitation is intended for LGUs and cantons that have established a functional development management system, achieve significant development results, take care of the most vulnerable population groups and want to become true leaders in implementing the Sustainable Development Goals.
Why should LGUs and cantons be interested in participating in the SDG2BIH Program?
- Participation in the Program will enable cantons and local self-government units to:
- To be leaders in the processes of planning and implementation of sustainable development;
- Technical support for strengthening capacities for planning, financing, implementation, monitoring and reporting on the Sustainable Development Goals;
- Technical and financial support to cantonal and local authorities in the development of strategic projects in the public sector that contribute to the implementation of the Framework for the Implementation of Sustainable Development Goals in BiH;
- Access to the Program’s financial incentives, i.e. the grant scheme based on the principle “No one should be excluded”. The goal of this grant scheme is the implementation of development ideas that contribute to the achievement of the Sustainable Development Goals, especially in the context of supporting the most vulnerable categories of the population and their inclusion in development processes.
- In this way, partner cantons and LGUs will improve their work, become more efficient and effective in providing public services to citizens and contribute to better development results.
Eligibility Criteria
- The specific criteria for selection that will be given additional points are:
- Development management system:
- Period of validity of the strategy – strategies valid until 2027 will be awarded the maximum number of points;
- The strategy contains a chapter where there is a direct link with the strategies of a higher level of government ;
- The strategy contains a clear link with the Sustainable Development Goals ;
- LGU/canton has a three-year and action plan for the period 2022-2024, a three-year action plan for the period 2023-2025, an adopted report on the implementation of the development strategy for the year 2020 and / or 2021 with a special focus on the achieved development indicators and an overview of the planned and achieved financial expenditure, and the valid three-year work plan for the period 2022-2024 ;
- Bodies responsible for development planning and development management have clearly defined job descriptions, filled key positions and continuously perform tasks within their competence;
- Participation of citizens in development processes, development partnerships and capacities for managing development projects:
- Established cooperation in the realization of development priorities with the private sector that are important for the wider social community;
- Existence of (formal) cooperation mechanisms between local institutions in the domain of social inclusion;
- Established cooperation with the non-governmental sector on the implementation of development priorities that are important for the wider social community;
- Established mechanism of communication and consultation with citizens, with special focus on vulnerable groups;
- The percentage of realization of development projects from the total planned for the previous two years;
- Awards and/or certificates received by applicants for examples of good practice;
- Established mechanism for monitoring the condition and needs of vulnerable groups and support planning (eg existence of Action Plans or programs in the field of social inclusion).
- All LGUs from BiH and all cantons in FBiH can participate in this public call, which at the time of submission of the application have a valid development strategy that is linked to the Sustainable Development Goals. Given that the goal of the Public Call is to select LGUs and cantons that can be pioneers and leaders of sustainable development, the prerequisites for participation are that they already have a functional system of development planning and management in place and that they have significant practices and mechanisms of social inclusion in development policies and measures .
- LGUs and cantons, which apply for participation, should meet the prerequisites described below for participation in the Public Call in order to qualify for the further evaluation process. If they do not meet one of the mentioned prerequisites, they are excluded from the further evaluation process.
