The United Nations Development Programme (UNDP) Viet Nam is looking for 01 qualified consultancy firm/institute/organization for a Research on financial options for social security in Viet Nam.
The Global Accelerator for Jobs and Social Protection aims to create decent jobs, primarily in the green, digital, and care economies, while extending social protection to excluded populations. This initiative aligns with the 2030 Agenda for Sustainable Development and seeks to address the global jobs gap and social protection deficits exacerbated by the COVID-19 pandemic.
The demographic transition, green transformation, digital technologies, and global economic integration continue to impact Viet Nam’s future socioeconomic trajectory and development goals. The UN Joint Programme (JP) aims to enhance pathways to decent jobs and social protection in Viet Nam for transitions to be just, as drivers of job creation, job upgrading, social justice and poverty eradication, and leaving no one behind throughout the transitions.
Objective of the Assignment
- The study will provide policymakers and researchers with a comprehensive assessment of the financial landscape for social security, and financing solutions to address gaps in financing.
Scope of Work
- The successful bidder will conduct the following activities:
- Identify Current Financing Gaps:
- Analyze existing funding sources and gaps in supporting decent job creation and social protection in Vietnam. These include but are not limited to the following:
- Level of spending on social security programmes as a ratio of GDP, including pension, social insurance, health insurance, unemployment insurance
- Level of social security contributions to social security, vs growth in social spending over last 3 years, compared to GDP growth
- Level of social protection expenditure in relation to GDP per capita
- Analyse financing mechanisms for Social Protection in Viet Nam at the national level.
- Social Insurance contributions:
- Compulsory contributions; current rate of contribution from employers and employees, and coverage
- Voluntary contributions and coverage
- Unemployment insurance scheme
- Health insurance: rate of contributions from individuals, employees, etc
- Other sources of funding such as social aged pension
- Social Insurance contributions:
- Level of spending on social security programmes as a ratio of GDP, including pension, social insurance, health insurance, unemployment insurance
- Analyze existing funding sources and gaps in supporting decent job creation and social protection in Vietnam. These include but are not limited to the following:
- Financial options for Expanding Social Policy in Viet Nam
- Make recommendations for expansion of social insurance, health insurance, and unemployment insurance for Viet Nam
- Options could include but not limited to: budget allocation, increase compulsory contributions, investment scenarios to strengthen inclusive social protection, participation from other population groups. Examples from other countries, such as tax financed additional social pension, could be considered.
- Identify good international practices in expanding fiscal space for social policies, for example in re-aligning resources to finance social protection, including social security contribution, innovative tax reforms, reallocation of fossil fuel subsidies, green and social bonds
- Identify Current Financing Gaps:
Eligibility Criteria
- The Senior National Social Security Expert (Team Lead) shall meet the following minimum requirements:
- Postgraduate degree in economics, labour economics, or finance, or related fields;
- At least 15 years of proven experience in conducting studies on financing social security funds, social protection and assistance, related institutions and programmes
- Proven record of experience in research design and leading research teams, good skills in analysing elements of social insurance contributions such as pension fund management, unemployment fund, health insurance.
- Proven report writing skills as evident in a list of tractable co-authored/authored published work in Vietnamese.
- The Senior National Social Insurance Expert shall meet the following minimum requirements:
- Postgraduate degree in economics, insurance, financing insurance, or related fields;
- At least 15 years of proven work experience in adopting social science research methods to assess participation of workers in social security programmes.
- Proven record of experiences in quantitative and/or qualitative research, research design and data analysis applied in research related to contributory social protection, voluntary social security policy
- Good report writing skills, evidenced by papers in Vietnamese
- The National finance expert shall meet the following requirements:
- Postgraduate degree in economics, labour economics, insurance, or related fields;
- Proven work experience in labour and employment, social security policies, structuring of social insurance including social insurance, unemployment insurance schemes
- Proven record of research, survey and data analysis related to social insurance, social security.
- Good report writing skills, evidence by research papers in Vietnamese
- The National Data Analyst/Research Assistant shall meet the following minimum requirements:
- University degree in social sciences, development studies, political economy, econometrics, data analysis, statistics, or related fields;
- Proven record of experiences in quantitative and/or qualitative research, research design and data analysis applied in research related to social security, social inclusion, labor market, social protection, etc.;
- Proven good report writing skill in Vietnamese, evidenced by a report sample.
