The United Nations International Children’s Emergency Fund is inviting proposals from interested national agencies as per LRPS-2025-9197769: Support to the implementation of the Global UNICEF Youth Advocates Programme in Nepal.
The UNICEF Youth Advocates Programme aims to engage children and young individuals as partners, giving them a platform to raise awareness and advocate for positive change. The central premise of the Youth Advocates Programme is that by effectively elevating the voices and actions of children and young people, decision-makers will act in support of every child. This involves building their advocacy capacities and allocating resources to support their advocacy journey while offering tailored guidance and mentorship.
Objective
- The objective of this assignment is to engage with national institutional contract to design the implementation of the Youth Advocates Programme and provide a conducive environment, trainings, capacity-building and mentorship for the cohort of 100 adolescents and youth leading up to the selection and engagement of the two UNICEF Youth Advocates on climate action and adolescent girls’ empowerment.
Scope
- The institutional company/organization will support UNICEF in facilitating the Youth Advocates Programme by ensuring seamless coordination and support through the following activities:
- Prepare a concept note and implementation plan for the execution of the Youth Advocates Programme that includes trainings, capacity-building, mentorship and management of the cohort of 100 young people (pre-selected by UNICEF), leading up to the selection of two Youth Advocates and their engagement till February 2026.
- Identify relevant mentors, facilitators and experts who can provide capacity-building skills (such as but not limited to – public speaking, writing, leadership, advocacy and campaigning, smartphone photography and videography, and effective use of social media) that will support them to become better communicators and advocates. To support capacity-building on adolescent girls’ empowerment and climate action, UNICEF will connect the company with relevant networks working in these areas to coordinate facilitation and share expertise.
- Organize and deliver the capacity-building trainings mentioned above to young people based on the implementation plan. The company needs to arrange the trainings in 5 different provinces (Bagmati, Madhesh, Lumbini, Karnali and Sudurpaschim). Each province will have a total of 20 young people (10 for climate action and 10 for adolescent girls’ empowerment). The company/organization must plan a 4-5 day training package for these young people, including both training sessions on becoming better communicators and thematic sessions. The capacity building skills in advocacy and communication can be provided together. For capacity sessions on relevant themes, the sessions need to be conducted separately.
- Manage travel logistics support for the cohort of young people, including the final selected Youth Advocates, in terms of travel, accommodation, daily subsistence allowances (DSAs – as per UNICEF’s elsewhere rate) and consent .
- Selection of two Youth Advocates (one for climate action and one for adolescent girls’ empowerment) from the pool of the cohort of 100 young people based on participatory selection. Support UNICEF for the announcement of the Youth Advocates and engaging them in relevant platforms wherever possible.
Duration
- The contract duration is 8 months from the signing of the contract. The expected starting date is 1 July 2025.

Qualifications and Experience Required
- The company shall have registered locally to conduct similar business in Nepal
- The company shall have general experience of more than five years in Nepal and at least at least five years of experience in capacity building & Organizing Training event.
- The bidder shall have financial resources/Line of credit of NPR one million.
- The bidder shall have experience of managing at least 2 similar events/projects/initiatives Minimum requirement for team composition:
- Team Leader:
- A university degree in Social Sciences, Development Studies, Education, Youth Studies, Gender Studies, Human Rights, or other related fields. & Master’s degree will be preferred
- Must have at least seven years of experience in project coordination and capacity building
- Proven experience of report writing and documentation.
- Coordinator:
- University Degree in any field
- At least three years’ experience of managing similar tasks like training (logistic, Facilitation and coordination).
