Objective
- The overall objective of this call for proposals is: To facilitate the meeting and coordination between local authorities, civil society and the private sector, promoting actions within the framework of the EU cooperation strategy in Bolivia (MIP).
- The specific objectives of this call for proposals are presented per lot. Applicants may develop their proposal only with reference to one of these lots.
- Lot 1: Economic Reactivation for Young People in Sectors Linked to the Circular Economy and Climate Change
- Specific objective: Support the economic reactivation of young people, with a focus on environmental sustainability, innovation and gender equity, with special emphasis on the participation of the private sector.
- Lot 2: Local Governance for Territorial Development
- Specific objective: To support the strengthening of the governance of local authorities and their dialogue, decision-making based on post-census information, and coordination with civil society.
- Lot 1: Economic Reactivation for Young People in Sectors Linked to the Circular Economy and Climate Change
Priorities
- The minimum priorities of this call for proposals are:
- Lot 1: Economic Reactivation for Young People in Sectors Linked to the Circular Economy and Climate Change
- The target group for each of these priorities will be young people between 16 and 28 years of age with special attention to women and groups in vulnerable situations
- Promote actions that focus on the needs of economic activation, employment and employability.
- Strengthen employability initiatives in sectors related to the circular economy, climate change, and sustainable production practices.
- Support initiatives with a focus on innovation, digitalization and gender equality.
- Lot 2: Local Governance for Territorial Development
- Strengthen the operational and financial management capacities of local authorities in the implementation of participatory public policies and accountability processes.
- Contribute to the definition and analysis of post-census information that facilitates the definition of public policies at the local level.
- Facilitate the participation of civil society organizations in the definition and monitoring of public budgets.
- Lot 1: Economic Reactivation for Young People in Sectors Linked to the Circular Economy and Climate Change
Funding Information
- The total indicative amount allocated to this call for proposals amounts to 5 million Euros.
- Minimum amount: LOT 1 EUR 600,000, LOT 2 EUR 400,000
- Maximum import: LOT 1 EUR 1,000,000, LOT 2 EUR 500,000
Duration
- The initial expected duration of an action may not be less than 36 months or more than 48 months.
Location
- The actions will be carried out in the Plurinational State of Bolivia.
Eligibility Criteria
- To be eligible for a grant, the lead applicant must:
- be a legal entity and be a civil society organization10 or a thematic network of CSOs who works on the topic to which the proposal is being submitted.
- In the case of existing networks but lacking legal status, the proposal must be submitted by one of the members of the network, who must necessarily have legal status and legal representation to act on behalf of the other members.
- In addition, the proposal must include a list of the network members.
- In the case of networks in the process of creation, the proposal may be submitted by one of the members of the network, who must necessarily have legal status and the capacity to represent the future members of the network.
- And;
- not be for profit; and
- be established in Bolivia by instrument of Bolivian legislation or in a Member State of the European Union or in any admissible country;
- be directly responsible, with its co-applicants and affiliated entities, for the preparation and management of the action and not simply act as an intermediary.
- Co-applicants
- The action must have at least one co-applicant.
- Co-applicants will participate in the design and implementation of the action, and the costs they incur will be eligible in the same way as those incurred by the lead applicant.
- Co-applicants must meet the eligibility criteria applicable to the principal applicant, except for the criterion of being established in Bolivia, which is extended to the following eligible countries:
- be established in a Member State of the European Union or in any eligible country as defined in Article 28 of Regulation (EU) 2021/947, where it will not be necessary for them to have a Basic Cooperation Framework Agreement (BCFA) if this is not a relevant requirement for the entity in question.
