The Representation of the United Nations High Commissioner for Refugees (UNHCR) in Central Asia invites all non-profit organizations interested in becoming partners with UNHCR to apply for implementation of the project “Social and Legal Assistance to Refugees, Asylum Seekers and Undocumented/Stateless Persons in Turkmenistan” in 2023-2024 subject to successful implementation of the project during the first year.

Expected Results
Prospective partners may choose to cover either one of the population groups or both and cover certain geographic regions. This should be clearly stated in the Concept Note (Appendix C). Population Group – Refugees and Asylum Seekers
- Asylum seekers and refugees have unhindered access to the relevant national asylum procedures, bodies, and their rights are fully safeguarded.
- Free of charge legal assistance is provided to potential asylum seekers in lodging application for asylum and throughout processing of asylum case. Free of charge legal assistance is provided to mandate refugees in citizenship/residency application process as well as other.
- Necessary information, assistance and support are provided to mandate refugees.
- Financial assistance paid to vulnerable refugees.
- Regular access to health care facilities is established for all refugees and asylum-seekers.
- Results Monitoring Survey (RMS) is conducted to monitor changes in the lives of persons of concern and in UNHCR’s key areas of engagement Population Group – Undocumented/Stateless Persons
- Undocumented persons have their cases finalized for consideration/submission for citizenship/residence permit.
- Stateless persons are identified, reduced, prevented, and stateless persons are protected.
- Rights and freedoms of undocumented persons are safeguarded.
- Undocumented persons have submitted applications for citizenship/residence permit.
- Results Monitoring Survey (RMS) is conducted to monitor changes in the lives of persons of concern and in UNHCR’s key areas of engagement The project will mainstream the following outcomes and outputs.
Outcomes
- Access to territory, registration, documentation and asylum procedures.
- Output: Stateless persons and those with undetermined nationality assisted with confirmation or acquisition of nationality
- Output: Collect household-level data to monitor the safeguarding of rights and the well-being of the persons of concerns.
- Outcome: Well-being & Basic Needs
- Output: Vulnerable population of concern whose basic needs are met with multi-purpose cash grants b. Output: Collect household-level data to monitor the safeguarding of rights and the well-being of the persons of concerns.
