The U.S. Department of Labor (DOL), Bureau of International Labor Affairs (ILAB) is seeking applications to fund a technical assistance project in Costa Rica to improve enforcement of labor laws with respect to minimum wages, hours of work, and occupational safety and health (OSH) in the agricultural export sector.
The implementer is expected to improve enforcement by undertaking activities that will:
- increase the number of cases filed and effectively litigated based on minimum wage, hours of work, and OSH violations, and
- ensure judges employ their knowledge and skills to adjudicate cases in accordance with the newly adopted Procedural Labor Code Reform.

Eligibility Criteria
The following organizations are eligible to apply:
- U.S. organizations
- Nonprofits, including any faith-based organizations or community-based organizations
- Public/State Controlled Institutions of Higher Education
- Private Institutions of Higher Education
- For-Profit Organizations
- Non-U.S. organizations
- Non-US Entities, including, public international organization(s) (PIO)(s) as described in 2 CFR46.
