The Bureau of Oceans and International Environmental and Scientific Affairs’ (OES) Office of Environmental Quality and Transboundary Issues at the Department of State, has announced the Notice of Funding Opportunity (“NOFO”): Fisheries Management and Governance in U.S. Free Trade Agreement Countries. The project will be implemented in one or more of the following countries, which are U.S. Free Trade Agreement (FTA) partners: Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Panama, Chile, Colombia, Peru, Mexico, and Morocco.
The goal of this program is to improve fisheries management and governance in U.S. FTA partner countries, particularly in the scientific assessments of fisheries and in implementing fisheries MCS measures. In improving the science-based management of fisheries, the goal is to improve capacity to conduct scientific assessments and promote the availability of scientific research to decision makers and its incorporation into fisheries management policies. With respect to MCS measures, the goal is to promote compliance with fisheries regulations and to combat IUU fishing by supporting the development and maintenance of vessel registry and fisheries information sharing systems at the national, regional and/or global level, including engagement in the UN FAO Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (Global Record).
Funding Information
- OES has funding available for a single award of up to $500,000 USD or two awards of up to $250,000 each for Fisheries Management and Governance.
- The initial period of performance will be 24 months.
Activities
To achieve the goals and expected results, the program could include:
- Training and capacity building on the scientific assessments of fisheries
- Improving access to and use of scientific assessments by managers in the public and/or private sector
- Supporting robust dialogues between fisheries scientists and fisheries managers
- Developing and enhancing management plans to be based on the best available science
- Improving legislative and regulatory frameworks and/or enforcement of MCS measures
- Improving MCS measures for fisheries to prevent and deter overfishing and IUU fishing
- Developing and maintaining national vessel registries and information sharing systems at the national, regional, and/or global level.
Eligibility Criteria
Eligibility is limited to U.S. non-profit/NGOs subject to section 501(c)(3) of the U.S. tax code, foreign not-for-profit/NGOs, educational institutions, and public international organizations.
