U.S. Department of State, Bureau of PRM: NGO Projects Benefiting Venezuelan Refugees and Migrants

The United States Department of State Bureau of Population, Refugees and Migration (PRM) is seeking proposals from eligible organizations for its “NGO Projects Benefiting Venezuelan Refugees and Migrants”.

Funding Priorities

  • In Colombia:
    • Protection
      • Increase access to asylum and other legal status/stay regimes;
      • Prevent and respond to gender-based violence
      • Promote integration and social cohesion; and/or
      • Focus on protection issues indigenous communities.
    • Health
      • Priority will be given to programs designed to build the capacity and infrastructure of local health providers to provide increased access to emergency medical care, psycho-social assistance, and sexual and reproductive health care.
    • Shelter
      • Priority will be given to programs designed to provide sustainable shelter solutions
    • Livelihoods
      • Priority will be given to programs designed based on market assessments and skills recognition that seek to foster socio-economic integration and self-reliance.
  • In Peru:
    • Protection
      • Increase access to asylum and other legal status/stay regimes;
      • Prevent and respond to GBV?; and/or
      • Promote integration and social cohesion.
    • Health
      • Priority will be given to programs designed to build the capacity and infrastructure of local health providers to provide increased access to emergency medical care, psycho-social assistance, and sexual and reproductive health care.
    • Shelter
      • Priority will be given to programs designed to provide sustainable shelter solutions
    • Livelihoods
      • Priority will be given to programs designed based on market assessments and skills recognition that seek to foster socio-economic integration and self-reliance.
  • In Ecuador:
    • Protection
      • Priority will be given to programs designed to increase access to asylum and other legal status/stay regimes.
    • Health
      • Priority will be given to programs designed to improve the capacity and infrastructure of health service providersto provide increased access to emergency medical care, psycho-social assistance, and sexual and reproductive health care.
    • Shelter
      • Priority will be given to programs designed to address gaps in shelters for persons in transit (shelter needs between 1-3 days) and short-term shelters (shelter needs between 1-2 months).
  • In Brazil:
    • Local Government Capacity-Building
      • Priority will be given to programs designed to support interiorization efforts of public institutions.
    • Education
      • Priority will be given to programs designed to improve girls’ and boys’ equitable access and enrollment in early childhood education, and primary education. Where possible, programs should seek to support refugee and migrant children through national schools alongside host community students.
    • Livelihoods
      • Priority will be given to programs designed to facilitate access to formal employment.
  • In the Caribbean Region:
    • Protection
      • Increase access to asylum and regularize status; and/or
      • Promote resettlement and integration options; and/or
      • Increase prevention and response to sexual and gender based violence and human trafficking survivors, unaccompanied and separated children, and other vulnerable groups.
    • Local Government Capacity-Building
      • Priority will be given to programs designed to support documentation efforts by host governments.
    • Education
      • Priority will be given to programs designed to improve girls’ and boys’ equitable access and enrollment in early childhood education, and primary education. Where possible, programs should seek to support refugee and migrant children through national schools alongside host community students.
    • Health
      • Priority will be given to programs that target treatment of communicable diseases, improve the capacity and infrastructure of health service providers to provide increased access to emergency medical care, psycho-social assistance, and sexual and reproductive health care.
  • In the Central American Region:
    • Protection
      • Increase access to asylum and regularize status; and/or
      • Increase prevention and response to sexual and gender based violence and human trafficking survivors, unaccompanied and separated children, and other vulnerable groups.
      • Organizations may submit only one concept note per country. Any subsequent submissions received will be disqualified.

Funding Information

  • Award Ceiling: $2,000,000
  • Award Floor: $1,000,000

Eligibility Criteria

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • International Organizations.
  • International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity Announcement.
