The World Food Programme (WFP) in Ukraine is inviting Expression of Interests (EOIs) from non-governmental organizations (NGOs) to support the implementation of its General Food Assistance (GFA) program across various regions of the country. This initiative is focused on responding to the critical food security needs of vulnerable populations impacted by the ongoing crisis in Ukraine.
Through this call, WFP aims to collaborate with local and international NGOs that possess proven experience in food assistance delivery and emergency response. Selected partners will be expected to play a significant role in distributing food assistance—either in-kind or through cash/voucher-based modalities—depending on the needs of the specific communities and locations.
Organizations expressing interest must demonstrate strong operational capacity, including logistics, coordination, beneficiary targeting, monitoring, and reporting systems. The scope of activities may also include data collection, verification, and ensuring accountability to affected populations. Preference will be given to NGOs with an established presence in the targeted oblasts and those with the ability to rapidly scale up operations in response to emerging needs.
WFP encourages applications from NGOs that promote gender equity, inclusion, and safeguarding standards, particularly in terms of working with internally displaced persons (IDPs), host communities, and other vulnerable groups. Interested organizations are required to submit a comprehensive Expression of Interest form detailing their previous experience, operational capabilities, staffing arrangements, and geographic coverage.
The deadline to submit EOIs is 16 June 2025. All submissions must be made in English using the designated EOI form provided by WFP. Only shortlisted applicants will be contacted for further due diligence and potential partnership discussions.
This call represents an important opportunity for NGOs to support food security in Ukraine during a time of immense humanitarian need, working collaboratively with WFP to deliver impactful and accountable assistance to those most affected by the conflict.
