The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) has announced a Request for Proposal (RFP) for Civil Society Monitoring of Georgia’s implementation of the Women, Peace and Security Agenda.
Goals
The goals of the NAP 1325 include:
- Women’s meaningful participation in preventing conflict and contributing to peace and security
- Empowerment of women, girls and communities affected by conflicts economically and socially
- Strengthened accountability of duty bearers for implementation of the UN Security Council Resolutions on women, peace and security
Program Scope
The selected CSO will be expected to:
- Hold consultations with grassroots, conflict-affected and IDP women and organizations to assess the impact of the initiatives of the NAP 1325 on their every-day lives and abilities to participate in peacebuilding processes
- Assess level of “localization” of NAP 1325
- Summarize findings and lessons learned from NAP 1325 implementation
- Identify gaps in NAP 1325 implementation and provide forward-looking recommendations for the next NAP 1325
- In close cooperation with the Prime Minister’s Office, organize consultations between grassroots women and representatives of relevant ministries implementing NAP 1325 and provide recommendations for next NAP 1325
Eligibility Criteria
- The qualifications that make the Offeror eligible for this assignment are:
- An officially registered legal entity/CSO as per Georgia’s regulations;
- At least 5 years of proven experience and results in working on issues related with women, peace and security
- Experience in monitoring, including monitoring of NAPs and/or other government commitments (supported by evidence)
- History of cooperating and coordinating with other CSOs working in this area and serving as a convening authority among CSOs
- At least 5 years of experience in working with multi-stakeholders: government, civil society, community based organizations, and UN/multilateral/bilateral institutions
- General organizational capability (minimum staffing and structure of the organization) which is likely to affect implementation: organization can demonstrate that it has already developed and implemented similar projects
- Graduate Degree in Gender studies, Sociology, Law or related field;
- At least 5 years of experience in designing and implementing donor funded projects in the field of human rights/social development;
- At least 5 years of experience in working with multi-stakeholders: government, civil society, community based organizations, and UN/multilateral/bilateral institutions;
- Sound understanding of gender equality and the context of women, peace and security agenda and gender equality issues in Georgia;
- Familiarity with the political, economic and social situation in Georgia with a focus on women, peace and security agenda;
- Language qualifications: Fluency in Georgian and English
