The United Nations Development Programme (UNDP) in Georgia is seeking applications for its Policy Analysis and Research Grants contest to facilitate research and analysis in the field of public administration reform and eventually, develop the practice of evidence-based policy-making.
Within the funding of the UK Government, UNDP has designed a multi-year imitative “Support to Public Administration Reform of Georgia”, which address a complementary but distinct package of specific, predetermined needs under the three crucial areas of the PAR Roadmap:
- Policy Development and Cooperation
- Civil Service and Human Resource Management
- Service Delivery
Policy Areas
- Hiring, promotion, dismissal, performance appraisal and professional development of civil servants
- Policy planning
- Link between policy and its implementation
- Implementation of the New Law of Georgia on Civil Services
- Public service motivation
- Quality of public services
- Innovation in public service design and delivery
- Public service users
- Public services for vulnerable groups
- Costing of Public Services
- Development of new public services
- Mixed models of delivery of public services
- The link between public service delivery and OGP key values and principles of cocreation, citizen engagement, transparency, and innovation in public service delivery
- The extent to which the measures undertaken in the framework of the Public Administration Reform further contribute to the advancement of 2030 Agenda for Sustainable Development, particularly SDG 16.
Funding Information
Amount allocated for each grant is: USD 5,000-10,000. Applicants are encouraged to submit proposals with lower budget.
Eligibility Criteria
- Non-profit, civil society organizations, think tanks, educational institutions (including public universities), training centers and similar with at least three years of proven experience in project management, policy research, policy analysis or related fields.
- Organizations should be registered in accordance with the legal requirement of the Government of Georgia, must be able to provide organization’s statute and the debt certificate.
