The United Nations Development Programme (UNDP) is inviting civil society organizations to submit project proposals which will respond to the following aims:
- enable local dialogue of relevant stakeholders related to gender equality, sexism, misogyny and gender-based hate speech
- discuss and identify manifestations, issues, dynamics, values, root causes and solutions/recommendations related to sexism, misogyny and gender-based hate speech
The overall objective of the Call is to enable local dialogue on the manifestations, issues, dynamics, values, root causes and solutions/recommendations related to gender-based hate speech, sexism and misogyny. UNDP is implementing project focused on preventing and addressing gender-based hate speech, sexism and misogyny and therefore seeks NGO partner to support facilitation of local dialogues on the manifestations, issues, dynamics, values, root causes and solutions/recommendations related to sexism, misogyny and gender-based hate speech.
Scope
- The Call for Proposal aims to support implementation of comprehensive and inclusive social listening exercise within local communities in order to identify key manifestations, issues, dynamics, values, root causes and solutions/recommendations related to gender-based hate speech, sexism and misogyny.
- The activity should capture insights related to gender-based hate speech, sexism and misogyny on two levels:
- identification of issues, challenges, manifestations and recommendations (related to sexism, misogyny and gender-based hate speech) which will be communicated to relevant institutions
- capturing underlying narratives, values, stories, cultural, social and power dynamics which can indicate root causes and invisible dynamics and behavior drivers – insights that can serve the design of further interventions and desired change
- The proposal should involve the following:
- Organization of at least 6 local dialogue events (2 per region) involving at least 200 participants – local stakeholders such as women, men, local and national institutions, local media, youth, CSOs, civic groups, etc.
- Facilitation of the events so as to enable constructive dialogue on the manifestations, issues, dynamics, values, stories, social and power dynamics, root causes and solutions/recommendations related to sexism, misogyny and gender-based hate speech.
- Development of robust analytical report on dialogue events insights and results.
- Development of materials which will communicate the results of the dialogues, such as human stories, video and photo stories, web articles, short videos, photos, etc.
- The proposal should also provide detailed information on the following:
- Proposed locations and rationale behind the selection of locations
- Outreach plan and map of potential participants of the dialogue platforms
- Proposed methodology for facilitation of the dialogue events
- Methodologies, tools and mechanisms for capturing insights, narratives, stories, conclusions and recommendations resulting from the dialogues

- December 2022 – April 2023
Eligibility Criteria
- Non-profit/civil Society Organizations (CSOs) that have been active in Montenegro for the minimum past 5 years
- CSOs with strong track record in local outreach, work with various local communities in Montenegro, ability to engage and facilitate dialogue among various stakeholders
- CSOs that have track record in supporting social cohesion, combating hate speech, supporting media literacy
- CSOs that have track record of empowering women and supporting gender equality
- CSOs that have track record in working with groups and stakeholders such as youth, vulnerable groups, non-formal community groups, media, institutions at local and national level
