UNESCO Islamabad has announced a Call for Proposals for the services of organizations to support the strengthening of Access to Information in Balochistan.
Objectives
- To provide recommendations for enactment of new right to information legislation in Balochistan.
- To ensure citizens in Balochistan have sufficient knowledge and understanding of benefits and importance of access to right to information.
Tasks/Activities
In close consultation and cooperation with the concerned staff of the UNESCO Islamabad Office, the Contractor will undertake the following activities:
- Plan and organize a Multi-stakeholder consultation on draft RTI bill for the province of Balochistan. (Sub-activities will include: coordination meetings with the relevant stakeholders, organizing and arranging 01 consultation workshop, compiling resource material for the workshop, etc.).
- Carry out a Technical review for the development of draft RTI bill for Balochistan province.
- Develop a technical review report consisting of recommendations for revisions in the drafted RTI bill for Balochistan province.
- Design a media campaign for the public message dissemination on the importance of ‘Access to Information.
- Develop a comprehensive report of the services provided including ‘Findings and Recommendations’ etc.
- While working closely with UNESCO, the contractor will also be responsible for:
- Ensuring that the revisions in the drafted RTI bill includes recommendations to the Balochistan government’s administration for improved implementation practices.
- Identifying prospective gaps and challenges of implementation of the RTI bill in Balochistan.
- Provide highly technical inputs while laying the groundworks for the development of the RTI bill.
- Launch a provincial level media campaign for improving the citizen knowledge on importance of ‘Access to Information’ (This may include but not limit to videos, infographics, radio messages in local languages etc.)
Deliverables
- Inception report including workplan implementation strategy with a detailed communication and dissemination plan.
- One (01) consultation workshop report.
- One (01) technical review report.
- Media Campaign report with detailed social media analytics and radio messages content and airing proof.
- Final Report.
Eligibility Criteria
- Demonstrated experience and past collaboration with provincial government including information department (s) and parliamentarians in supporting policy advocacy in particular Balochistan province.
- Demonstrated understanding of Right to Information legal and implementation framework of the country in particular the province of Balochistan.
- Demonstrated knowledge and experience of challenges in enactment of Access to Right to Information Law in Balochistan.
- The bidder must provide a sound and realistic plan to achieve the tasks/ activities described above to ensure sustainability and anticipated outcome.
- Of particular importance for the bidder is to demonstrate the networks and existing or past partnerships that will to be leveraged to garner institutional support in the process.
