Office on Violence Against Women (OVW), a component of the United States Department of Justice (DOJ), is seeking applications for Grants to Engage Men and Boys as Allies in the Prevention of Violence Against Women and Girls Program (EM Program).
The EM Program supports projects that create educational programming and community organizing to encourage men and boys to work as allies with women and girls to prevent domestic violence, dating violence, sexual assault, and/or stalking.
Purpose Areas
In FY 2020, applicants must use funds under the EM Program to develop and/or implement strategies that engage and mobilize men and boys at individual, group, relational, and societal levels to prevent domestic violence, dating violence, sexual assault, and/or stalking, through one or more of the following purposes:
- Develop and/or implement programming to recruit and train men and boys to serve as role models, positive influencers, change agents, and/or mentors to address and prevent domestic violence, dating violence, sexual assault, and/or stalking.
- Integrate education on domestic violence, dating violence, sexual assault, and/or stalking, into established support and/or enrichment programs (e.g., mentoring, youth services, sports, fraternal, faith-based, fatherhood, re-entry, and educational) to assist men and/or boys in developing healthy relationships, challenging social norms that support violence against women and girls, becoming active bystanders, and understanding the intersection of the four VAWA crimes and other types of violence (e.g., gang initiation, gun violence).
- Develop and implement a train-the-trainer program for community organizations or programs and/or governmental agencies or programs to incorporate education and/or training into their existing work with male clients to prevent violence against women and girls.
OVW Priority Areas
In FY 2020, OVW is interested in supporting the priority areas identified below. Applications proposing activities in the following areas will be given special consideration.
- Increase efforts to combat stalking.
- To qualify for this priority area, applicants must propose projects where at least 50% of the activities address stalking and/or cyberstalking, including the intersection of stalking and/or cyberstalking with dating violence.
- Address the specific challenges that rural communities face in responding to domestic violence, dating violence, sexual assault, and stalking.
- To qualify for this priority area, applicants must describe what makes the geographic service area rural (using U.S. Census or other appropriate government data) and how they will address specific challenges in rural communities.
Out-of-Scope Activities
- Research projects: This does not include assessments conducted only for internal improvement purposes (up to three percent of the award).
- Direct Victim Services: Grant funds may not be used to provide direct victim services, such as victim advocacy, short or long-term counseling, transitional housing, or medical/court accompaniment.
- Supervised Visitation or Exchange: Grant funds may not be used to support supervised visitation or exchange services.
- Perpetrator Services: Grant funds may not be used to provide support services for perpetrators of domestic violence, dating violence, sexual assault, or stalking such as counseling, batterer intervention, or anger management.
- Sexual Harassment, Bullying, and Gender Norms: Grant funds may not be used to develop and/or provide training, products, or policies that focus primarily on sexual harassment, bullying, hazing, or gender norms.
- Substance Abuse: Grant funds may not be used to implement prevention programs that focus primarily on alcohol and substance abuse as prevention strategies.
- Ceremonies, Celebrations, and Entertainment: Grant funds may not be used to support award ceremonies or other celebratory events, or the purchase of tickets for entertainment activities such as sporting events, movies, concerts, or museums.
- Athletics: Grant funds may not be used to support an individual or group of individuals’ participation on athletic teams or events, including full-time salaries for individuals who serve as coaches or leaders of athletic teams.
- Technical Assistance (TA): Grant funds may not be used for the provision of TA and training to other entities.
- Trademarks: Grant funds may not be used to research, apply for, or register trademarks.
- Service Area: Grant funds may not be used to conduct or support regional or statewide activities or projects. Applicants must ensure that proposed projects support local, community-specific strategies only, and the applicant and its project partners must be based in the project’s service area.
Funding Information
- This program typically makes awards up to $350,000. OVW estimates that it will make up to 11 awards for an estimated $3,200,000.
- Awards under this program for FY 2020 will be made for up to $350,000 for the entire 36 months.
Eligibility Criteria
The following entities are eligible to apply for this program:
- A nonprofit, nongovernmental entity, or tribal organization with:
- a demonstrated history of developing or providing mentorship programs to train men or boys as leaders and role models for youth and/or other men;
- a demonstrated primary purpose of providing support and/or enrichment programming for men or boys;
- a demonstrated history of creating public education or awareness campaigns.
- An Indian tribe.
- A unit of local government or an agency of a unit of local government.
Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this solicitation.
