The United States Agency for International Development (USAID) seeks applications from qualified local organizations to fund an activity entitled Alliances for Analysis and Communication (AA&C) Activity.

USAID’s Alliances for Analysis and Communication (AA&C) Activity seeks to support civil society efforts to collect, analyze, and disseminate data relating to justice sector performance. In addition, it seeks to increase the participation of local actors in the oversight and analysis of justice sector performance that will ultimately hold justice sector institutions accountable to target audiences, such as the private sector, academia, media, and the general public.

The purpose of the activity is to collect, analyze, and disseminate data on justice sector performance and increase the participation of civil society, the private sector, and others in the monitoring of justice sector reforms and institutions through alliances that generate greater demand for improved performance.

Funding Information

  • Subject to funding availability, USAID intends to provide one Cooperative Agreement award with a maximum ceiling of $2,500,000 USD over a five-year period.
  • The period of performance anticipated herein is five (5) years. The estimated start date will be upon the signature of the award but prior to September 30, 2019.

  • Only a Mexican local entity may apply.
  • The definition of “local entity” means a corporation, a nonprofit organization, or another body of persons that:
    • Is legally organized under the laws of;
    • Has as its principal place of business or operations in;
    • Is majority owned by individuals who are citizens or lawful permanent residents of; and
    • Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
  • For purposes of this section, ‘majority-owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
  • Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
