USAID/Kenya: Inviting Applicants for Health Informatics Governance and Data Analytics

The United States Agency for International Development (USAID) is seeking applications from qualified U.S. and Non-U.S. organizations to provide funding in support of a program entitled, “Health Informatics Governance and Data Analytics (HIGDA)” with an aim to support the health sector to strengthen Health Management Information System/Monitoring and Evaluation (HMIS/M&E) governance and increase the country’s capacity on health and geospatial data analytics, demand and use in policy making, program planning and management.

USAID|KEA will support the ongoing activities by GOK to strengthen the National Health Information System (NHIS) and the National Programmatic Monitoring, Evaluation, Learning and Accountability System.

• Invest in leadership, capacity and systems for long-term sustainability
• Coordinate and collaborate strategically with Government of Kenya and national and international stakeholders to focus resources and reduce duplication of efforts
• Manage for results with mutual accountability

Funding Information: Subject to funding availability, USAID intends to provide $15 million in total USAID funding over a five year period from on or about early September 2016

Eligibility Criteria

• U.S. and non-US organizations may participate.
• USAID encourages applications from a broad range of interested parties, non-profit organizations, for-profit companies that forego profit, faith-based organizations, foundations, academic institutions, civic groups and regional organizations. USAID welcomes applications from potential new partners and organizations which have not previously done business with USAID.
• If the applicant proposes to partner with other organizations through sub-awards, it should present a clear structure in terms of roles and responsibilities of each sub-recipient, lines of authority, and managerial decision-making process.
• Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
• The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
• The Recipient must be a responsible entity.
