The United States Agency for International Development (USAID) is seeking applications from qualified U.S. and Non-U.S. organizations to fund a program entitled “County Measurements, Learning and Accountability Program” (CMLAP) with an aim to support ongoing activities by county governments and other development partners to strengthen outcome measurements, learning and accountability systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making.
The activity will focus its support in HIV, malaria and Maternal, Newborn and Child Health (MNCH).
Guiding Principles
- Align with Kenyan, USG and development partner strategies
- Invest in leadership, capacity and systems strengthening for long-term sustainability
- Coordinate and collaborate strategically with county governments and other stakeholders to focus resources and reduce duplication of efforts.
- Manage for results with mutual accountability
Funding Information: Subject to funding availability, USAID intends to provide $17.75 in total USAID funding over a five (5) year period.
Eligibility Criteria
- U.S. and non-US organizations may participate.
- USAID encourages applications from a broad range of interested parties, non-profit organizations, for-profit companies that forego profit, faith-based organizations, foundations, academic institutions, civic groups and regional organizations.
- USAID welcomes applications from potential new partners and organizations which have not previously done business with USAID.
- If the applicant proposes to partner with other organizations through sub-awards, it should present a clear structure in terms of roles and responsibilities of each sub-recipient, lines of authority and managerial decision-making process.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity.
