The European Commission is inviting proposals to improve the waste management in the Prespa region in compliance with EU standards and principles.
Objectives of the Programme and Priority Issues
- The specific objective(s) of this call for proposals is: to develop a waste management communication programme for improving waste management practices in Prespa region
- The priority(ies) of this call for proposals are:
- Public awareness for proper waste management;
- Education on sustainable waste management practices;
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 200,000.00. The contracting authority reserves the right not to award all available funds.
- Size of grants
- The grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 180,000.00
- maximum amount: EUR 200,000.00

Duration
- The initial planned duration of an action may not be lower than 24 months nor exceed 30months.
Results and Indicators
- Outcome level: The ecological system in Prespa lake area preserved and improved
- Indicator: Percentage of solid waste separated collection (100 separated collection/total collection)
- Output level: Decreased pollution from human activities
- Indicator: Percentage of households with separate collection of solid waste.
Types of Activity
- Types of activity which may be financed under this call (indicative):
- Map the knowledge level of population in Prespa region of understanding the principles of sustainable waste management and consequences from waste pollution;
- Develop and implement integrated communication programme aiming to inform, educate and motivate the local population and specific target groups;
- Development and implementation of public awareness campaign/s involving local media, TV, radio, printed and online media, social media,etc;
- Conferences, workshops and seminars regarding waste reduction and prevention;
- Educational materials; packages and campaigns, events for schools and kindergartens;
- Design and production of communication materials on waste management topics for households, schools, HORECA and RETAIL sectors, tourists, etc, with special emphasis on waste reduction and prevention;
- Activities related to introduction of principles, benefits and cases of circular economy among the business community;
- Dissemination of door to door information to households and local population;
- Development of methodology and tools to measure the impact and success of the public awareness campaign/s;
Location
- Actions must have as final beneficiaries the population of the programme area and must take place in, or benefit, the territory of the Municipality of Resen, North Macedonia.
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person; and
- be non-profit-making; and
- be a specific type of organisation such as: non-governmental organisation; public sector operator; local authority; international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation; and
- be established in North Macedonia at least 2 years before the publication date of this call for proposals; and
- be directly responsible for the preparation and management of the action with the co- applicant(s) and affiliated entity(ies), not acting as an intermediary
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- The lead applicant must act with at least one (1) co-applicant. A grant application must include at least one co-applicant established in the Municipality of Resen.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
